The Pitch

The Consultant (C) recommends a domain engineering (DE) initiative to the Portfolio Manager (PfM). Accepting this recommendation, the Portfolio Manager presents a cost-benefit analysis to the General Manager (GM), and, simultaneously, begins to sell the concept to the Director of Technology (DT). The General Manager consults the Director of Technology about the recommendation. *The Director of Technology is mildly supportive but not enthusiastic, possibly because of perceived competition with the consultant. *The General Manager accepts the recommendation to embark upon DE but declines to provide any additional funding to support it. *The Portfolio Manager therefore approaches the Project Manager(s) and asks them to figure out how current funding can be squeezed to support the DE. The Project Managers are not happy about this.
