The Study

The Portfolio Manager (PfM) retains a Consultant (C) to study software productivity improvement opportunities in his organization. The consultant interviews Project Managers (PjM) and Software Engineers (SE). *Project Managers are concerned about the impact of the study process on their schedules, even more concerned about the potential impact of the eventual recommendations, and confused about what the Portfolio Manager and Consultant are trying to accomplish. Project Managers express these concerns to the Portfolio Manager, and make clear to their engineering staff that the interview process must not interfere with project schedules. *Software Engineers regard the interview process as intrusive.
