  11. The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  12. Information Center under DCA contract as a means of communicating
  13. official policy, procedures and other information of concern to
  14. management personnel at DDN facilities.  Back issues may be read
  15. through the TACNEWS server ("@n" command at the TAC) or may be
  16. obtained by FTP (or Kermit) from the NIC.DDN.MIL host [192.67.67.20]
  17. using login="anonymous" and password="guest".  The pathname
  18. for bulletins is DDN-NEWS:DDN-MGT-BULLETIN-nn.TXT (where "nn" is the
  19. bulletin number).

  22.              TAC User Registration Clarification

  25.   DDN instituted Usage Sensitive Billing (USB) in October 1989 as a 
  26. more equitable method of cost recovery than the prior flat rate billing 
  27. method.  Under USB, TAC user traffic and connection time are charged to 
  28. the authorizing host.  In order to ensure complete and accurate billing 
  29. of these users, controls on user registration were instituted.

  31.  It has always been the policy that only adminstrators of hosts
  32. directly connected to the MILNET could authorize TAC access for their
  33. users.  This bulletin is issued as clarification for those host
  34. administrators of hosts that are changing their connection pathways to
  35. the MILNET.  Thus, you as a host administrator can only authorize
  36. users for TAC access if your host remains directly connected to the
  37. MILNET.  If your host is moved behind a concentrator or gateway, you
  38. will no longer be able to authorize users for TAC access.  In
  39. addition, you will need to transfer your jurisdiction over existing
  40. users to a host administrator associated with a directly connected
  41. MILNET host.
