- Boulder Antenna Legal Defense Fund

- Statement of Policy
-
- 1) The FUND is established in perpetuity to protect and promote the
- Rights and Privileges of licensed Amateur Radio Operators Primarily,
- but not solely, in Boulder County, Colorado.
-
- 2) Board members of the FUND, as recognized by the Articles of
- Incorporation and FUND by-laws, are chosen to represent the views and
- interests of Boulder County Amateur Radio Clubs and the Radio Amateur
- community at large.
-
- 3) The FUND is established to provide financial assistance in the
- form of reimbursement for legal and administrative proceedings at
- State and Federal levels. All requests for reimbursement accompanied
- by receipts, or other documentation, for the purposes of
- accountability and taxes, will be earnestly considered by the FUND.
- Except as prohibited by law, the FUND will reimburse, to the best of
- its ability, costs directly incurred by Amateur Radio litigants such
- as, but not limited to, transcripts, filing fees, reports, and other
- items for court proceedings. Each receipt or bill will be considered
- on its' individual merits, validity and appropriateness: no blanket
- approval is implied. Amateur Operators anticipating legal action and
- the need for funds should first consult the FUND for more information
- and clarification.

- 4) The scope of FUND activities is primarily directed to
- tower/antenna issues. However, the scope of the FUND activities may
- include other important issues in the defense of Amateur Radio as the
- Board of Directors deems necessary or appropriate. In addition to
- fund raising and disbursement, the FUND may also coordinate letter
- writing campaigns, circulate petitions and generally keep the Amateur
- community informed.

- 5) The FUND will not initiate litigation and will not directly
- participate in any proceedings at any level except in defense of
- itself and governing Board members.

- 6) Loans or cash advances, for the purposes of seed money to start
- other Amateur Radio legal defense funds will be considered by the
- FUND. All such requests for funds must include sufficient detail,
- verifiable background information, and suitable collateral.

- 7) the FUND will strive to keep all local and regional Amateurs
- apprised of its activity and of the actions of local and regional
- governments relating to tower/antenna and RFI issues. The FUND will
- engage in any and all activities necessary to exhibit and maintain the
- highest degree of integrity and accountability. However, the FUND
- will accomplish this task in the most cost effective and efficient
- manner at its disposal. Disbursement of information about the FUND or
- pending cases and ordinances will most often make use of club
- officers, newsletter editors, net controllers, packet radio and
- nation-wide Amateur Radio magazines.

- 8) The FUND is not affiliated in any way with the legal defense fund
- of the American Radio Relay League. All donations to the FUND are
- locally held and administered.

- Subject: PRB-1 in Unincorporated Boulder County

- This posting is the first of a set of four dealing in detail with the
- antenna issues currently raging in Boulder County. I have been
- reading articles on the net for about 6 months now, but have not had
- the ability to post until only recently.

- Most of you are aware that something is happening in Boulder
- concerning antennas, but I'm not sure whether anything containing any
- details has been posted before. On behalf of the Boulder Antenna
- Legal Defense Fund (BALDF), I am posting the latest mailing, which
- went out in early September, an up-to-date, condensed chronology of
- how all this came about, and the BALDF policy statement in addition to
- this posting.

- Boulder hams have backed into the current problem through a rather
- bizarre process. It turns out that Amateur antennas in unincorporated
- Boulder County have *never* been subject to height or lot-size
- regulation, nor have they ever been subject to numerical regulation,
- i.e., only so many allowed per lot. Since they were not specifically
- regulated, the county chose to define Amateur antennas as
- "structures", making them subject to the same height restrictions as
- any other structure, which is 35 feet in residentially zoned areas and
- 50 feet in agriculturally zoned areas. This is battle Number 1. The
- hams feel that, although some regulation is inevitable at this point,
- the current interpretation is not acceptable under PRB-1.

- A second battle deals with the results of the County's discovery that
- Amateur antennas were not specifically regulated. This has resulted
- in regulation even more restrictive than the previous interpretation
- of antennas as structures. To wit: no more than one antenna (of any
- kind, including TV) per lot that may be no more than 35 feet high *or*
- 10 feet above the roof line, whichever is less. Any deviation from
- this requires a Special Use Permit, which is a substantially difficult
- process which includes a professional environmental impact statement.
- We also believe that this violates PRB-1.

- The issue is serious because it has reached the Appellate level, the
- 10th Circuit Court of Appeals, to be precise. This makes it a
- precedent-setting case with national implications. We have been
- shocked at previous court findings, as you will read, but believe that
- we will win this case. Depending on how broad the ruling is, we may
- not be done with the process. The Court may simply slap down the first
- interpretation, without giving any direction as to what kind of
- regulation would be acceptable. Or, it may rule very broadly,
- effectively neutralizing the new regulations in the process.

- Read these postings carefully, and consider what is said. Be aware
- that some of the information is already out of date. The Fund
- currently has about $6700, not $2000. Also, for personal reasons,
- Marshall Quiat, AG0X, has left the case. The litigants have chosen Bob
- Neece, K0KR, as their counsel. However, K0KR is a junior partner in a
- law firm, and the firm has decreed that it will not accept the case
- for less than $10,000 as a retainer fee. This is their estimate of
- the total costs of taking the case top court, as I understand it.
- K0KR has been notified that if he does any further work on the case
- without payment of the retainer, he will be dismissed from the firm.

- The Fund maintains an interest-bearing Money Market account with a
- minimum balance of $1000. In order to maintain that account and to
- insure sufficient funds for informational mailings, they currently
- seek a an immediate goal of about $12,500. The final problem is that
- there remains only about three weeks in which to file the brief for
- the appeal. Thus, the funds must be made available as soon as
- possible, as the brief has not yet been written.

- A CHRONOLOGICAL STATUS

- Summer, 1982 - -
- After lengthy hearings and discussions, the Boulder County
- Commissioners adopt the Boulder County Comprehensive Plan, in which
- Amateur antenna installations are "...exempt from height restrictions
- under this Plan." Although not a set of laws per se, it constitutes
- a legally binding guide for legislation and legislative
- implementation in unincorporated Boulder County. After after initial
- suggestions of very restrictive regulations, and much effort in
- organization and substantive, informative presentations before the
- County Commissioners, the Amateur community in Boulder County
- breathes a collective sigh of relief and congratulates itself on a job
- well-done.

- February, 1987 - -
- N6DIY and N0BWS informed by Robert Helmick, Boulder County Zoning
- Administrator, that amateur radio towers were subject to the 35 foot
- height restriction for structures. Helmick was not sure when he
- had "realized that the county had failed to interpret the law
- correctly, but it was probably in the past 6 months or so".

- August, 1987 - -
- NQ0I told he needed a permit, but was not eligible for one for a 125
- foot antenna.
-
- The Boulder Antenna Fund formed with 2 representatives each from
- Boulder ARC, Rocky Mountain VHF Society, Longmont ARC and Mile High DX
- Association and 1 At-Large member. The first mass-mailing of 950
- went to local hams to alert them. NQ0I and N6DIY appeal the 35 foot
- structure interpretation. Appeals hearing held inappropriately by
- Boulder County in that the County notified all neighbors in the area
- of the appeal, as if a variance had been requested. Appeal denied.

- September, 1987 - -
- N6DIY and NQ0I decided to file in Federal Court under PRB-1.
-
- Boulder Antenna Fund made quick mass mail appeal for funds. Two other
- hams denied permits. Another cited for towers without permits.
-
- October, 1987 - -
- N6DIY and NQ0I filed in Federal Court and also filed suit against
- individual Boulder County officials.
-
- January, 1988 - -
- Judge Zita Weinschienk ordered the litigants and Boulder County to
- exercise the variance process. Ordered Boulder County to waive the
- $600 variance filing fee.

- January 26 and February 23, 1988 - -
- A two part variance hearing held. N6DIY and NQ0I variances
- denied.

- January 29, 1988 - -
- Boulder County proposed amendments to the Boulder County
- Comprehensive Plan and a zoning resolution: Amateur radio
- installations are Telecommunications Facilities (same as
- commercial facilities), therefore,
- 1. total height limit on property for any antenna and its
- support is 35 feet (vertical on a one story house could be a
- violation),
- 2. effective radiated power cannot exceed 100 watts,
- 3. exemptions require a Special Use Review costing about
- $2500 and taking about 2 years.

- February 26, 1988 - -
- Federal Court ordered de nova hearing - - both sides get to present
- their cases from the beginning on May 3.
-
- March 14, 1988 - -
- Boulder County offered three versions of proposed amendments:
- A - as the January 29 proposal above
- B - a one-to-one ratio of antenna height to distance from the
- property lines up to twice the structure height as zoned. This would
- be 70 feet for residential, 100 feet for agricultural. Very
- restrictive for people on smaller or odd-shaped lots in unincorporated
- Boulder County.
- C - a one-to-one ratio of antenna height to distance from
- property line to base of antenna. Very restrictive for people
- on smaller or odd-shaped lots.

- We questioned how any of these insure safety or guarantee aesthetic
- acceptance as required by PRB-1.

- March 23, 1988 - -
- A public hearing on the above proposals was held before the Boulder
- County Planning Commission. The board unanimously accepted the Land
- Use Department staff recommendation of alternative B, above. Several
- changes to wording and addition of specific wording to remove
- ambiguity were ordered. The board expressed concern about the cost of
- the Special Use process and requested staff to investigate less
- onerous alternatives or modifications to the process.

- April 27, 1988 - -
- The continued public hearing on the telecommunications issue was held
- before the Boulder County Planning Commission. The Commission
- recommended Plan B (see above) with deletion of the 100 watt limit and
- a minimum special use fee.

- June 28, 1988 - -
- Initial public hearing before the three Boulder County Commissioners.
- The commissioners chose Plan A (see above) with additional
- restrictions suggested by the neighbors of N6DIY and NQ0I, AFTER the
- public participation portion of the hearing was closed. The added
- insults were:
- - height limit of 10 feet above roof line or 35 foot total,
- whichever is less,
- - 1 antenna per lot,
- - width of a beam antenna must be added to height for set-backs,
- - several minor hurdles.
- The amateurs were not permitted to comment on these, because the
- public could no longer participate!

- July 29, 1988 - -
- De Nova hearing before Judge Zita Weinschienk in Federal Court in re:
- Boulder County denial of permit for 125 foot towers for N6DIY and
- NQ0I. The judge decided in an oral decision that:
- - PRB-1 does not apply in individual cases,
- - the view of the mountains supercedes all else,
- - amateur radio is incompatible in residential areas and
- - should be encouraged in rural areas.

- August 16, 1988 - -
- Boulder District Judge Roxanne Balin ruled that a variance issued by
- the Boulder County Board of Adjustment was not a proper procedure for
- additional towers under the old ordinance. The original favorable
- variance was used by Weinschienk as evidence of a "favorable" climate
- for amateurs in Boulder County.

- BOULDER AMATEURS ASSAULTED FROM ALL SIDES
- HAVE UPHILL FIGHT AGAINST ANTENNA RESTRICTIONS
- September 1988

- Friday, July 29th was a dark day for amateur radio. In one of the
- most important cases in amateur radio history, two local operators
- seeking exception to the Boulder County 35 foot height restriction
- were handed a devastating negative decision by Federal Court Judge
- Zita Weinschienk.
-
- David Evans, NQ0I, and Tim Holzhiemer, N6DIY, who had originally
- applied for 125 foot towers on their one acre parcels in rural
- residential Boulder County have now been denied the right to erect
- anything taller than 35 feet. After months of hearings before the
- Board of Adjustment, Planning Commission, County Commissioners and
- finally the Federal Court, the result, is a 35 foot limit except in
- extraordinary circumstances. County officials have not offered, in
- fact have refused to negotiate, on a height for a fixed tower between
- 35 feet and the 125 feet originally requested.

- Finding in favor of the County, Judge Weinschienk made a very narrow
- ruling:
- 1. It was reasonable for the county to deny 125 feet.
- 2. Because another amateur had obtained a variance, the
- 35 foot ordinance was reasonable. (See below)
-
- The judge said that in her opinion PRB-1 did not apply to individual
- amateur operators, but only to the Amateur Radio Service in general.
- She determined there is not absolute prohibition of amateur radio in
- Boulder County. The County was not precluding amateur radio.
-
- She said further that the County's 35 foot limit could be varied in
- appropriate cases and that provisions in the County's proposed
- ordinance for taller towers or other supporting structures satisfied
- her that the proposed ordinance was in compliance with PRB-1.
-
- In making her decision, she considered Boulder's unusual panoramic
- view, unusual winds, safety factors and property valuation. She also
- said she expected this case to be appealed.
-
- One of her concluding remarks was that there were many rural areas in
- Boulder County. She hoped the amateurs with tower aspirations could
- locate in these areas. She stated that she had no problems with any
- of the facts of the case as presented by the plaintiffs, but proceeded
- to rule against them anyway.

- The amateurs presented evidence which showed conclusively that the
- proposed towers would be completely safe, that property values would
- not be affected, that health factors would not be a concern, and that
- scenic vistas on the whole would be affected in only a very limited
- way for a few residents.
-
- All the benefits and positive aspects of amateur radio were ignored
- except the amateur operator's capability for emergency communications.
- The opinion is that amateur radio is only a hobby and that 35 foot
- tall antennas are adequate.

- Marshall Quiat, AG0X, filed and argued a strong case supported by
- extensive documentation. A professional property value comparison was
- submitted to the court showing that amateur radio towers had no
- adverse effect on property values. Marshall has been assisted by Bob
- Neece, K0KR and Chris Imlay, N3AKD. Through Bob and Chris, ARRL filed
- an amicus brief.

- A notice of appeal was filed August 8, 1988 for an appeal hearing
- before the 10th Circuit Court of Appeals. Doc and Tim intend to press
- on, but it will be an uphill battle. The ARRL might file as a
- co-plaintiff.

- There are two separate issues we must be concerned about:
-
- 1. The Federal Court case
- 2. The new ordinance put forth by Boulder County.
-
- Both issues directly affect A L L amateur radio operators in Boulder
- County, and across the United States. We must put forth a determined
- and coherent effort.
-
- To retain our right to erect effective antennas, we must take this
- case to the Federal Appeals Court. It is an excellent case, as
- iron-clad as they come. So far our legal representation has been

- This is clearly developing into what will be an extended battle to
- regain our amateur privileges. There are both near and long term
- funding needs. At present we have an extremely important appeals
- court case to fund. Later there will be additional attempts by the
- county to modify their ordinance and continue to unreasonably restrict
- amateurs. It is also quite possible that we might be required to
- defend ourselves against suits from dissatisfied neighbors.

- Such a suit was just lost by a Boulder amateur on Tuesday, August 16,
- 1988. Boulder District Court Judge Roxanne Balin ruled on the basis
- of the complaint filed that the amateur's towers are illegal. This
- amateur spent months going through the variance process before the
- Boulder County Board of Adjustment as directed by the Boulder County
- Commissioners. He was granted the necessary variance and permit. The
- judge's ruling evidently means that the county didn't know its own
- laws. (The initial favorable variance decision was used by
- Weinschienk as evidence of a "favorable" climate for amateurs in
- Boulder County.)

- Additional funds are now desperately needed. We appeal to A L L
- amateurs and other interested parties to donate generously to this
- cause. Without adequate funds, recent court action and local
- ordinances might signal the demise of the Amateur Radio Service.
-
- If every amateur shared the burden of this immense task by donating
- $50, $100 or more, in installments if necessary, we would be well on
- our way toward achieving our goals. A minimum of $30,000 is needed at
- this time. The fund stands at $2,200 today.

- The ordinance voted by the Boulder County Commissioners on June 28,
- 1988 follows:
-
- Proposed amateur antennas and/or towers:
-
- 1. that exceed the zone height limit (35 feet residential, 50
- feet agricultural),
- 2. are closer to a boundary than a set-back equal to the height
- AND width of the installation,
- 3. which exceed the limit of one per lot,
- 4. exceed 10 feet above the roof line,
- 5. which involve "substantial" changes,
-
- must be submitted to the Limited Impact Special Review process.
-
- The estimated fee for the review is $100 & up, according to
- complexity of the review and the expense or much paperwork, some
- studies and expert reports. This process is being developed for Open
- Mining. Once a permit has been issued, any "substantial" changes to
- the antenna or its support require a new review and permit. The
- county defined "substantial" as "probably height and/or bulk".

- One amateur has already inquired about a permit under the new
- ordinance, which is not yet law. He was told to submit TWENTY-ONE
- (21) separate items of application. He must meet an additional long
- list of requirements, which were never mentioned by the county during
- the hearings.

- In additional developments, we received a call from the Denver FCC
- office on Monday, August 15, to refer a hot RFI complaint against a
- Boulder amateur. According to the FCC, they are being inundated with
- complaints against amateurs from all over the Denver metro area. The
- complainants all sing the same tune: "It's only his hobby. He
- doesn't have to do it. I've talked with all the neighbors and we want
- him off the air, so we can live in peace." The same litany was heard
- at the various hearings in Boulder.

- TexNet ALERT During Hurricane Gilbert
-
- Fortuitously for the state of Texas, Hurricane Gilbert never quite made the
- turn north, however, its path of destruction took its toll in other areas.
- Tuesday, September 13, plans were already being made to provide
- communications for the coming storm. Thursday, September 15 through
- Saturday, September 17, the National Weather Service (NWS) Centers in San
- Antonio and Corpus Christi were kept in communications via amateur packet
- radio. In addition, the Red Cross center in San Antonio was linked south
- to Corpus Christi. The majority of the operation was conducted using PBBSs
- at each location communicating via the 9600-baud TexNet network. The
- 145.01-MHz NET/ROM network was used as an alternate and was needed at one
- point, Friday evening, when the south part of TexNet sustained an outage
- for approximately two hours.

- TexNet was placed in alert mode from Seguin (San Antonio) on Thursday
- evening with the approach of the storm. Alert mode informs users when
- connecting to the network that an alert is in progress and to please log
- off unless traffic is related to the alert. Also, the PMSs (Packet Message
- Servers) have the ability to relay messages in real time to connected
- stations. The primary reason the alert was called was to disable the
- network time-out timers and allow stations to maintain constant connections
- to the network. The message server was not utilized because the stations
- participating felt more at ease with the operation of their own forwarding
- PBBS setup. Marty Plas, KA5LZG, moved his Corpus Christi PBBS to the NWS
- center during the storm. Mark Earle, WA2MCT assisted Marty and they
- provided communications for both the NWS and Red Cross. Ken Harwood,
- WA5QZI, provided the operation in the San Antonio area. In this instance,
- packet radio was well suited for the task at hand.

- The network primarily assisted the NWS in San Antonio to transmit forecast
- information to the NWS center in Corpus Christi, which was reporting
- weather information back. Some health and welfare traffic was handled via
- the Red Cross (as of this writing, no statistics were available on the
- amount of traffic handled). A majority of the hurricane-related traffic
- was handled via various HF voice nets in Texas and beyond. Since the storm
- headed more westerly, traffic was lighter then expected for the coastal
- region.

- The Dallas EOC used the WR5C conference bridge in Dallas to provide round
- table communications between the EOC and the three emergency shelters that
- were setup in that area. Stations moved to a direct frequency for larger
- pieces of traffic. By Friday afternoon, two of the three shelters were
- closed and the amateurs were released from communication duties.

- Of special note, the building which houses the Rockport TexNet node
- (N5IUT/N5JKH), which happens to be located in the coastal flood plane, was
- sitting in 36 to 48 inches of water, yet, Rockport operated for the
- duration of the alert. Also, NWS reported a tornado track within one mile
- of the Pettis node (KA5BWL). Except for the failure of the network Friday
- evening, no major problems occurred in the southern part of the network. A
- major problem did occur when the Austin node (WA5LHS) failed to link with
- the Seguin (San Antonio) node and cut communication between north and south
- Texas on Thursday evening. This could have been a more serious problem if
- Gilbert had hit the Texas coast with more force.

- A letter received from Malcolm, ZL5TFM, at Scott Base, Antarctica, mentions
- that Paul, ZL5CCU, is active on packet radio from the base on both "HF and
- VHF (to local bases)," which seems to indicate that there is other
- packet-radio activity from the Great White South.

- AMSAT SIXTH SPACE SYMPOSIUM NEARS

- Preparations are accelerating for the AMSAT Sixth Space Symposium according
- to organizer Byron Lindsey, W4BIW. The symposium will be held at the
- Atlanta Airport Marriott Hotel November 11-13 and is being organized by
- AMSAT, in cooperation with the Atlanta Radio Club. Featured speakers
- include Leonid Labutin, UA3CR, Chief of Communications for the SKITREK
- Expedition and President of AMSAT-UA, and Geoffrey Perry of England's
- Kettering Group. Lectures, seminars, exhibits, a flea market and a
- presentation of a number of scientific papers is planned on a variety of
- subjects including Phase III-C, PACSAT, UoSAT, Fuji, digital signal
- processing and basic satellite operations.

- A symposium package deal including registration, Saturday lunch and the
- banquet is available. Tours of the Cable New Network (CNN) facility in

- The Florida Packeteers Net (FPN) moved from 3.978 to 7.231 MHz because of
- severe QRN on 75 meters. The net meets Saturday mornings at 0900 Eastern
- time to discuss NTS packet problems, possible solutions and to provide
- guidance for new packet-radio traffic-handlers. Stations from adjoining
- states are encouraged to join the FPN.

- NORTHERN CALIFORNIA PACKET RADIO ASSOCIATION FORMED

- Earlier this year, a general meeting of Northern California amateurs
- interested in packet radio was held and, as a result, the Northern
- California Packet Association (NCPA) was formed. The purpose of the
- organization is to provide frequency and usage coordination of packet
- radio, provide a forum for discussion of regional issues, provide support
- for the regional network and to represent Northern California packeteers at
- the state and national levels. The NCPA is not intended to supplant any
- existing radio clubs or packet-radio groups, but to provide a conduit where
- communications between groups can take place and common goals and plans can
- be established.

- The board of directors are Eric Williams, WD6CMU, Lew Jenkins, N6VV,
- Bradley Watson, WA6AEO, Glenn Tenney, AA6ER, Gary Hauge, N4CHV, Robert

- MONTANA PACKETEERS INVITED TO PROM

- The Packet Radio Organization of Montana (PROM) invites "those who are
- serious about having fun with packet radio" to join PROM. The organization
- claims to be "the voice of packet radio in Montana" with its prime
- objective being "collective solutions to collective problems through
- collective effort." Every member has a vote.

- PROM has an impressive list of membership services including an HF voice
- net, a Frequency Advisor, whose function is to assist would-be digipeater
- owners in choosing LAN frequencies to minimize interference, technical
- assistance to the individual operator and special assistance to parties
- interested in erecting a digipeater.

- HAMCOM FOR THE IBM PC AND AEA PK-232
-
- Dan Diehlman, AE6G, has written "Hamcom," an IBM PC (and clone) terminal
- program that is optimized for operation with the AEA PK-232. Among its
- unique features is a built-in QSO card file which allows the user to do
- away with any hard-copy card file collection and provides
- near-instantaneous responses to call sign searches. Another feature is the
- low levels of RFI that is generated, which is especially noticeable on HF.
- Hamcom also supports voice synthesizer output for visually impaired
- operators. For users that own a Kenwood TS-940 or TS-440 with a computer
- interface, Hamcom will display a simulated transceiver dial displaying
- operating frequency, offset frequency, operating mode, etc.

- AMTOR BBS SOFTWARE AVAILABLE

- APLink is an IBM PC (and clone) software system that provides an AMTOR
- mailbox via an AEA AMT-1 or PK-232. HF AMTOR users can enter messages or
- bulletins on the mailbox for other users with commands that are similar to
- PBBSs, but without the verbosity that is often found on those systems.
-
- An additional feature of APLink is that HF AMTOR users can enter messages
- on the mailbox to be automatically forwarded over the North American
- packet-radio network. To do this, the SYSOP must install an additional
- serial port in the computer and connect this port to an AEA PK-87 or PK-232
- for a VHF packet-radio interface. With this addition, AMTOR stations can
- enter messages for relay via packet radio and packet-radio users can
- forward messages to remote AMTOR users.

- APLink was written by Vic Poor, W5SMM, and is available for ham radio use
- without charge. Those who would like to receive a copy of the software

- In my haste to finish the previous issue of Gateway (in preparation for my
- family's vacation in WallyWorld), I failed to mention that there would be a
- three-week hiatus between that issue and this one (instead of the normal
- two-week break). Regular readers know that this newsletter is published 25
- times per year, which annually gives the editor two weeks leave from his
- editorial chores. One week is usually taken during the New Year holidays
- and the other during the summer. So, not only is this issue of Gateway

- It seems to me that I remember reading in the newspapers a couple years ago
- that the FCC had ruled that it was alright to encrypt packet radio *as long

- I have been fighting with digicom.doc versions 1.5 and 2.0.
- I built the interface in 73 mag, got a v2.0 disk, supposedly v2.0,
- from a flea market, and am having problems getting the documentation
- off of the disk.

- make the clock tell time right, nothing to the baud rate.

- It seems to lock up intermittently when going from function to function.

- At this time, Phil is in the process of a major rewrite of NET to use
- a multitasking kernel on MS-DOS to make it easier to add clients and
- servers. In addition, he is implementing a Berkeley-style socket
- interface.

- I have decided to wait and see what he comes up with. I am hoping that
- these changes will make it easier to do just as you suggest on Unix. It
- would be quite nice if the interface to Phil's new kernel could be
- implemented on Unix with a minimum of "glue".

- The Devcom circuit uses the XR2211 and 2206 chips. They got the circuit from
- me. In my opinion, the AM7910 is VASTLY superior. Better sensitivty,
- selectivty, and no alignment needed. (Alignmebt for the XR circuit requires a
- freq counter to get it right). Beofre producing the circuit as in 73 Mag, I
- used the earler XR circuit and why disappointed. That's why I changed.

- Chuck: There are many differences between V1.5 and V2.0 of Digicom. First, if
- you set NTSC ON, then set HBAUD 1200, it will work properly. What kind of
- printer are you using? What is your setting for PRTRSET? Do you know if the
- "printer bug" patch has been included in your version of the software?
- Do speed replies, please send me packet mail to W2UP @ KB1BD-4, if you are
- able to. Also, would be happy to answer any other questions via mail (please
- include SASE). I've sent out about 2000 copies of the software now (KF6PU got
- it from me originally). There are also a bunch of poorly documented features
- that I have explained on my disk in more detail. For example, Digicom offers
- true sore and forward like a Net/Rom or KA-node.

- If you are on a U**X machine running sendmail. Just create a 'Amateur Radio mailer'
- which would queue the messages in a temporary directory for review before being
- transmitted to the Amateur Packet Radio Network. Then just write a little program
- which allows you to look at each message (use "more") and approve or disapprove
- the message for forwarding. If it is approved, ship it out the Amateur Radio
- delivery channel --- otherwise automagically create a service message back to the
- originator stating that forwarding had been rejected with a possible reason for
- the rejection.
