  16.  Baloney.  The CFR doesn't even *require* seat belts.  The spec was
  17. written when it looked like big fixed pads might be an alternative.
  18. As long as you meet the restraint specs, you can do practically anything
  19. you want, though you'd get the evil eye if it wasn't belts.
