- The problem with an incentive scheme is that you need to identify those who
- deserve the incentive. The insurance companies couldn't be expected to keep
- accident data for instance (beyond their current no claims bonus scheme).
- We all know that there is plenty of bad driving that does not result in any
- form of prosecution.

- workable, and *fair*.
