  18. You're can't be serious.  You can penalise someone as much as you like
  19. for being a bad driver, but it won't magically make them a good
  20. driver.  Education is about explaining why some driving habits are
  21. dangerous, i.e. making people *want* to drive well, and providing the
  22. information and experience to enable them to do so.  Financial
  23. penalties do not achieve this.
