- You're can't be serious. You can penalise someone as much as you like
- for being a bad driver, but it won't magically make them a good
- driver. Education is about explaining why some driving habits are
- dangerous, i.e. making people *want* to drive well, and providing the
- information and experience to enable them to do so. Financial
- penalties do not achieve this.
