- No, they are not. (In the ACBL) You can play NT's with as little
- as 8 HCP, but not 7. If you play a NT range that could have fewer than 10
- HCP or a range greater than 5 HCP, then you are not allowed to play any
- conventions over the NT (not even stayman).
