  23. There have been studies after studies authorized by congress and completed
  24. .....the GAO in particular has done many and suggested many remedies...
  25. a study was also done about what happens to these studies and the answer was
  26. that they go largely ignored....

  28. We have come up with a system (I repeat for the nth time) that cannot
  29. implement changes that result in good for the people if they also
  30. result in negatives for the administration, corporations, campaign
  31. contributions and so on....

  33. A few media outlets on the far right or far left will report these
  34. studies from time to time.... most get lost.....  Some are used by
  35. politicians to help get votes (Clinton on national health, environment
  36. issues, gays in the militiary) and upon reelection are soon forgotten....
