  30.                 Statement of Vice President Al Gore

  32.       Today, we are sending a clear message to the special interests
  33.  who used the Council on Competitiveness as a back-door to avoid the
  34.  law. That back door is closed. No longer will special interests
  35.  receive special favors. No longer will our laws be ignored or
  36.  undermined. No longer will decisions that should be made in public be
  37.  made in private. In this Administration everyone will play by the
  38.  rules and public decisions will be public information.
  39.  
  40.       The Council on Competitiveness was founded on a false choice;
  41.  that the interests of workers, consumers, and the environment
  42.  conflict with the goal of economic growth. And, rather than
  43.  reconciling those objectives in public, the past Administration used
  44.  the Council on Competitiveness as an excuse for special favors for
  45.  narrow interests and back-room decisions. We are committing ourselves
  46.  to a process that will serve the American people honestly, openly,
  47.  and with respect for the law and their safety.

  49.       President Clinton and I today reaffirm our strong support for
  50.  policies that recognize we must ensure environmental protection to
  51.  have strong economic growth.
