- NEWS BRIEFS:

- APPEAL: On December 12, the Council of Heads of Government of the
- European Community issued an appeal to the government of El
- Salvador and the FMLN to show flexibility in order to achieve the
- goals of the peace plan. The draft of the final declaration of the
- EC summit in Edinboro expressed satisfaction with the progress
- achieved so far, pleasure with the changes proposed by U.N.
- Secretary General Boutros Boutros-Ghali, and hope that national
- reconciliation will be achieved. The heads of State reiterated the
- EC's determination to maintain its contributions to national
- reconstruction.

- LEGALIZED: On December 14, the FMLN was legalized as a political
- party by the Supreme Electoral Tribunal (TSE), after the former
- rebels totally dismantled their military structure and the U.N.
- Secretary General sent a letter to the court certifying his
- satisfaction with the move. TSE President Luis Zaldivar authorized
- the FMLN to function as a party and become the nation's ninth legal
- electoral party. FMLN leaders Norma Guevara and Marcos Jimenez
- declared that the new party "will begin the political struggle for
- social stability."

- MERINO: On December 11, acting President Francisco Merino
- expressed dissatisfaction with the weapons inventory sent by the
- FMLN to the United Nations. Merino declared that although it could
- be said that the former rebels have fulfilled their commitment to
- present an inventory, even the U.N. Secretary General has expressed
- doubts about its accuracy. "Everyone knows that the FMLN has never
- been sincere in providing details about its missiles. Every time
- they are under pressure they come up with a figure. Now let's see
- what they come up with," he exclaimed. Merino was interviewed
- during the official act celebrating National Aviation Day, held in
- the Ilopango Air Base with the presence of the Armed Forces High
- Command.

- DISSOLVED: FMLN spokespersons announced that as of December 11,
- the FMLN General Command has been completely dissolved as a result
- of the end of the armed conflict. "Now that the FMLN's military
- structure is no more, there is no reason for a General Command to
- exist," they said. The spokespersons explained that the body has
- been replaced by a Directorate made up of ten members, who will
- take charge of the FMLN's new direction as a national political
- force.

- DEMOBILIZED: On December 11, the "Lt. Oscar Roberto Tario Nolasco"
- Anti-Terrorist Battalion was demobilized in Usulutan. ONUSAL and
- the head of the 6th Infantry Brigade presided over the
- demobilization ceremony. On December 15, the Lightning Battalion
- was also dissolved; its counterinsurgency activities covered
- northern Cuscatlan, principally Suchitoto, San Jose Guayabal and
- Tenancingo.

- PROGRAM: The Ministry of the Interior reported that its
- Directorate of Communal Development (DIDECO) has benefitted over 65
- communities nationwide through food programs. The sources explained
- that beneficiaries included charity offices, rehabilitation
- centers, childcare centers, hospitals, public schools, special care
- homes and service organizations, where 30 metric tons of canned
- meat and 7.11 tons of rice have been distributed. Other products
- distributed included beans, corn and cooking oil donated by the
- {World Food Program. The Ministry also reported that, as part of the
- National Reconstruction Plan, it has legalized six new community
- development organizations in the town of Candelaria (Cuscatlan).

- MAYORS: The regional manager of the National Commission for Area
- Reconstruction (CONARA) reported that during a two-month period,
- his institution paid out almost $1 million to 33 mayors in the
- department of Chalatenango. The official explained that the funds
- will go to 98 projects including new and rehabilitated rural roads,
- urban road improvements, bridges, classrooms, repairs for city
- halls damaged during the war, drinking water and electricity.
