- When there is a layoff, down-sizing, or closure, workers and
- their families face a wide range of problems and challenges that
- go beyond simple economic hardship and the difficulty of finding
- new jobs. It is important to deal with these potential barriers
- that can interfere with the ability of workers to use job
- placement and retraining programs.

- Starting Over presents an overview of some of the problems that
- can follow a layoff - and tips on how to handle them. This
- booklet was written to be used as part of an early intervention
- and prevention strategy to address barriers to program success.

- funded JTPA and EDWAAA outplacement and retraining programs,
- Private Industry Councils, joint labor-management programs,
- corporations, military bases, and unions. Starting Over is an
- inexpensive, effective tool for use in JTPA rapid response units
