  22. When there is a layoff, down-sizing, or closure, workers and
  23. their families face a wide range of problems and challenges that
  24. go beyond simple economic hardship and the difficulty of finding
  25. new jobs.  It is important to deal with these potential barriers
  26. that can interfere with the ability of workers to use job
  27. placement and retraining programs.
