  23. We urge the international human rights community to endorse,
  24. support and disseminate the following call (with any necessary
  25. corrections or amendments). Its aim is to enforce the respect for
  26. humanitarian law and deter further commissions of war crimes by
  27. the Israeli government.  We would be thankful to obtain copies of
  28. any statements or letters of endorsement. The following call
  29. should be sent to all U.N. missions , the media and to members of
  30. parliament (in the U.S. to members of Congress).

  34. A Call for the Prosecution of Yitzhak Rabin for War Crimes and
  35. Crimes against Humanity
  36.  
  37. We undersigned are hereby calling on High Contracting Parties of
  38. the Geneva Conventions to initiate measures - in accordance with
  39. their legal obligations - leading to the prosecution of Yitzhak
  40. Rabin, Prime Minister of the State of Israel, for acts committed
  41. under his command and documented in the attached memorandum. These
  42. acts constitute War Crimes and Crimes against Humanity, as defined
  43. in the Nurnberg Charter and <grave breaches> as defined in the
  44. Geneva Conventions of 1949 and their Additional Protocols of 1977.
  45. These crimes were committed in 1948, 1967 and between 1987 and
  46. 1992. The last of these crimes was committed today when Yitzhak
  47. Rabin, with his governmentUs endorsement, signed orders for the
  48. illegal deportations of more than 400 protected civilians from
  49. their homeland.

  51. High Contracting Parties to the Geneva Conventions and to the
  52. Additional Protocols are under the legal obligation to prosecute
  53. individuals who have ordered the commission of <grave breaches>,
  54. as defined in the Conventions and Additional Protocols. They are
  55. furthermore expected to <act, jointly or individually, in co-
  56. operation with the United Nations and in conformity with the
  57. United Nations Charter> in <situations of serious violations>,
  58. such as have been committed under orders of Yitzhak Rabin.

  60. We wish to emphasize that respect for established authority and
  61. the maintainance of world peace depends to a high degree upon the
  62. perception by the peoples of the world that High Contracting
  63. Parties are acting in an effective and impartial manner to ensure
  64. the respect of international humanitarian law and the repression
  65. of war crimes.
