- Oh yes it does. The proposal was the best that the vote-takers could
- create at the time of the vote. If there were lots and lots of people
- who didn't like the proposal _when_ _it_ _was_ _discussed_ _publicly_,
- they should have said so and maybe the proposal would have been better
- and the result of the vote more to their taste. That's how Usenet
- works.

- Folks, there is a reason for the six month rule. If it weren't for
- that rule, _every_ vote (well, almost) would immediately lead to a new
- vote, held by somebody unhappy with the first vote. The second vote
- is not an exception, so there would be endless votes and the groups in
- question wouldn't be particularly useful for much more. (Not quite
- death of the Net, but something in that general direction.)

- newsgroup is voted on without anybody complaining about the result.
