  31.     of course the VHS frame is the same and the material used
  32.     to make the tape is the same and all that.  But the speeds
  33.     at which the tape runs is different!  I purchased a VHS blank
  34.     tape in the US many years ago, and it was rated for 120 minutes.
  35.     Recording PAL stuff on it, I got a good 3 hours + out of it.  
  36.     Also if you play an NTSC tape in a PAL player, and are lukcy 
  37.     enough to hear some audio at least, the speed of the audio
  38.     will be very warped.
