- It certainly is. I have in my hot little hand a copy of the graduate
- handbook for the University of Wollongong, and the regulations
- covering PhD by publication comprises all of section III of the rules
- for doctoral degrees. And yes, a guy downstairs is getting a PhD this
- way.
