- BILLS: H.R.3636 by Gephardt (D-MO) and
- S.2064 by Sen. Mark O. Hatfield (R-OR).
- The Nuclear Testing Moratorium Act.

- STATUS: The language of H.R. 3636 was incorporated into H.R. 5006,
- the Defense Reauthorization Act, by a vote of 237-167.
- S.2064 referred to the Senate Foreign Relations Committee.
- Hearing scheduled for July 23, 1992.

- SYNOPSIS: H.R.3636 and S.2064 call for a one-year moratorium on U.S.
- nuclear testing unless Congress receives Presidential certification that
- any successor state of the former the Soviet Union has conducted an
- explosive nuclear test during the moratorium period. Although the
- Testing Moratorium Act passed the House easily as part of the larger
- Defense Reauthorization bill, a much tougher fight is expected in the
- Senate. It was originally believed that the language of S.2064 would
- become incorporated, by amendment, into the Energy and Water
- appropriations bill. However, markup of this bill may be postponed.
- Focus has now shifted to the Senate defense authorization bill, on which
- the testing moratorium will be offered as an amendment. Markups of
- these bills are expected to occur within the next few weeks.

- S.2064 now has 51 cosponsors, itself. The Senate Committee on Foreign
- Relations has scheduled a hearing for this Thursday, July 23.

- This is a critical time in the life of testing moratorium legislation.
- The Bush Administration, despite overwhelming public support for the
- measure, has come out strongly opposed to limits on testing. President
- Bush has vowed to veto any Defense Reauthorization bill which contains a
- nuclear testing moratoria provision. Environmentalists and peace
- activists stress the importance of leadership on the part of the United
- States on this issue, especially given French and Russian actions. It
- would seem unlikely that other countries would follow suit if the U.S.
- fails restrict testing. Now is the time to write your Congressional
- Representatives to add to the already growing wave of support for a
- rational testing policy.

- WHAT TO WRITE:
-
- 1. Ask your Senators to cosponsor S.2064.
- 2. Tell your Senators that funds for nuclear testing would be better
- spent on building our economic and environmental security.
- 3. In the name of preparing us to fight an enemy that no longer exists,
- nuclear testing endangers groundwater supplies and creates "national
- sacrifice zones" which are contaminated for thousands of years.
- Urge your Senators to cut off funding for this wasteful practice.
- 4. Ask your Senator to vote in favor of amendments to the Defense
- Authorization bill, or the Energy and Water appropriations bill,
- that would end nuclear testing, if they arise during floor debate.
- 5. Write to members of the Foreign Relations Committee, and ask that
- they vote to discharge S.2064 to the Senate floor for consideration
- as soon as possible.
- 6. Ask your Senator to inform you of his or her stand on nuclear
- testing.
