  11. The same Indian nations exist on both sides of the
  12. European-drawn border between the United States and
  13. Canada (the former remainder of British North America
  14. after the colonial revolt) and thus in principle and
  15. in practice we must find our own unity of greater
  16. importance than how the Europeans have separated
  17. themselves.

  19. The United States has recognized this through the
  20. continuing precedence of the Jay Treaty over U.S.
  21. immigration law with regards to American Indians born
  22. and living on either side of that European political
  23. border.
  24.  
  25. Therefore, what affects Indians in the United States by
  26. definition affects them in Canada, and vice versa, and is
  27. a proper scope for activity on either side by anyone
  28. interested in helping.

  30. That border is by no means eternal, nor the political entities
  31. sustaining it. As Indian nations we definitely intend to outlive it.
