  14.             I'm afraid twenty-first century 
  15.             history isn't one of my strong suits.  
  16.             Too depressing.

  19.             It's always been a hobby of mine.  
  20.             They made some ugly mistakes, but 
  21.             they also paved the way for a lot of 
  22.             the things we take for granted.

  25.             I assume this was one of the mistakes.

  28.             A bad one.  By the early twenty-
  29.             twenties there was a place like this 
  30.             in every major city in the United 
  31.             States.

  34.             But why are these people in here?  
  35.             Are they criminals?

  38.             No.  People with criminal records 
  39.             weren't allowed in the Sanctuary 
  40.             Districts.

  43.             Then what did they do to deserve 
  44.             this?

  47.             Nothing.  They're just people.  People 
  48.             without jobs or places to live.
