  231.     The current moderators post an announcement for new moderators on S.R.I.
  232.     All interested applicants are sent  a  copy  of guidelines and a list of
  233.     questions. References from others  are  appreciated.  Each new moderator
  234.     has unanimous vote of current moderators. The new moderators must:

  238.     1. Have some understanding of Islam (not necessarily a Muslim).
  239.     2. Agree with guidelines of Soc.Religion.Islam.
  240.     3. Be able to recognize flames/insults.
  241.     4. Have experience with USENET, preferrably a reader of SRI and have
  242.     taken
  243.     some participation in discussions.
  244.     5. Be willing to volunteer at least 2-4 hrs of time for S.R.I. per week.
  245.     6. Secure unanimous vote from all current moderators.

  249.     As an additional step, the incoming moderators will be requested to sign
  250.     an affidavit,  declaring  their  intent  to  abide  by the guidelines of

  252.     acceptance to a unanimous no-confidence motion.

  263.     The following guidelines are the lastest ones available.

  265.     At the time of  selection,the  current  moderators  pledged  to uphold &
  266.     consider the following guidelines binding  on them. Appended is also the
  267.     'affidavit-b' which the current moderators signed.

  270.     moderators.

  278.     SRI MODERATOR RULES: 
  279.  
  280.     This does not cover all the established  rules for moderators of SRI but
  281.     gives a clear picture of need for such rules. These rules have developed
  282.     over time & voted by the moderators.  
  283.  
  284.     A. CONFIDENTIALITY: 1. Internal discussion among the moderators must not
  285.     be revealed to a third party. All votings will be confidential as well. 
  286.  
  287.     B.  BEHAVIOR:  Professional   language   &  behavior  is  expected  when
  288.     addressing the readers & moderator colleagues. 
  289.  
  290.     C. SUBMISSIONS: 
  291.  
  292.     i. To: religion-Islam-request: 
  293.         Any articles sent to  religion-islam-request@ncar.ucar.edu  reaches  all
  294.         moderators. Such articles will be  reviewed  by the coordinator only, to
  295.         avoid duplications. 
  296.     ii. Directly Sent to a Moderator: 
  297.     It will not be regarded as an official submission to SRI. 
  298.  
  299.     D. COORDINATOR: 
  300.  
  301.     One of the moderators will be  fully  dedicated  for for this positions.
  302.     The responsibilities include: 
  303.     i. Take care of duplications
  304.     ii. Review cases of 'lost articles'
  305.     iii. Handle grievances from readers
  306.     iv. Write, update & maintain FAQ.
  307.     v. Represent SRI moderator panel
  308.     vi. Log activities of SRI, moderators, violations etc
  309.     vii. Communicate with third parties, e.g USENET, NCAR
  310.     viii. Call for votes on the issues at request of moderators.
  311.     ix. Conduct survey/poll of readers
  312.     x. Conduct interviews for new moderators.
  313.     
  314.  
  315.     E. SUBMISSIONS: 
  316.  
  317.     i. Review of submissions be held within 48 hrs (weekdays) and 72 hrs for
  318.        holidays or weekends. 
  319.     ii. Acknowledgment must be made at  the  time of receipt and at the time
  320.         of posting of an article. 
  321.     iii. Not sure: If not sure on making a decision, get a vote/opinion from
  322.          other colleagues. 
  323.     iv. Common Questions: can be resolved consulting 'reference guide.' 
  324.     v. Rejection Notices: All rejection  notices will be Bcc' or CC'd to the
  325.        rest of the moderators, along with a rational of rejection. 
  326.     vi. Approval Notices: All approved articles  when posted will be sent to
  327.         the author with a cc the coordinator.

  330.     F. GUIDELINES: 
  331.     i. Submitted articles must be: 
  332.         - Directly or indirectly related  to  Islam 
  333.          - No flames/personal attacks or insults 
  334.     ii. Assumptions: 
  335.         - Proper USENET format (79  column  in  width,less  quoted text) 
  336.         - Not a 'test message' or a blank message 
  337.  
  338.     G.PROBLEMS: 
  339.     i. Lost  Articles:  or  'Second  Attempts'  will  be  forwarded  to  the
  340.        coordinator. 
  341.     ii. Administrative: queries  on  SRI,  asking  for status on the article
  342.         submitted will be forwarded to the coordinator. 
  343.     iii. Rejections: If a  reader  differs  with  a moderator. The moderator
  344.          must give it a second review. If  the  differences  persist,forward 
  345.      the case to the coordinator to a peer review. 
  346.  
  347.     H.VOTING: 
  348.     i. Issues:For status  of  an  article  and  for  SRI  related  issues, a
  349.        majority voting decides the outcome. 
  350.     ii. Change of Status: of a  moderator.  For a no-confidence vote, or for
  351.         new moderators, unanimous vote is a must. 
  352.     iii.Voting will be initiated by the  coordinator. All votes will be send
  353.         to him within 48 hrs (72  hrs  weekends/holidays)  or 'Abstain' will 
  354.     be recorded. Votes will be  tallied  and  results  will be announced 
  355.     by the coordinator. 
  356.     iv. Binding: All  majority  voting  decisions  are  binding  on  the 
  357.         moderators strictly. 
  358.  
  359.     I.NEW MODERATORS: 
  360.     i. Initiate: Coordinator may initiate  the selection procedure by making
  361.        a solicitation on SRI or as a result of a request for a reader. 
  362.     ii. Criteria: Some knowledge of Islam, fairness, honest, willing to work
  363.         with a team, spare time, working knowledge of USENET,willing to work 
  364.     in accordance to the parameters of the forum. 
  365.     iii.Questionnaire:A questionnaire is sent to all the applicants with some
  366.         basic questions based upon above criteria 
  367.     iv. Affidavit:  An  affidavit  is  obtained  to  ensure  in  writing the
  368.         intentions to  abide by  the guidelines  and  agree to  be accept  a 
  369.      unanimous vote against him/her. 
  370.     v. Final voting: is conducted among  the moderators. Unanimous voting is
  371.        required in favor of the applicant. 
  372.     vi.There will be probationary  period  of  upto 3 months, during which a
  373.        majority voting can remove the new moderator. 
  374.  
  375.     J:EMERGENCIES: 
  376.     i. If coordinator can not  be  on-line  for  more  than 48 hrs due to an
  377.     emergency situation. One of the predesignated moderator,will temporarily
  378.     assume the role of the coordinator.  If predesignated moderator is also
  379.     not  available,  any  other   moderator  may  take  up  the  role  of  a
  380.     coordinator. 
  381.  
  382.     K:LEAVE RULES: 
  383.     i. After a leave of 3 months, a  moderator  must  be reconfirmed for the
  384.        position. 
  385.     ii. One may take upto  three  weeks  (cumulative)  of  leave  every  six
  386.         months. 
  387.     iii. Other moderators must be notified in advance. 
  388.  
  389.          * AFFIDAVIT *

  391. AFFIDAVIT which all moderators of SRI agree to sign.

  510.     This is an effort to establish a procedure  for handling grievances. The
  511.     purpose is to make sure due attention  is paid to concerns, objections &
  512.     criticism from the readers while at the same time it prevents unncessary
  513.     hassling of moderator(s). The  final  decision  rests on majority voting
  514.     among the moderators.
