  17.      Every day, heading off to day care, shopping centers or the park,
  18. children are in danger of losing their lives.  No parent, grandparent, or
  19. guardian would willing put a child at risk.  Yet every time an infant or
  20. toddler rides in a motor vehicle without being restrained in a car seat, they
  21. are put at risk of injury and harm.  The first law requiring car seats for
  22. children was passed in the State of Tennessee in 1978.  By 1989, all 50
  23. states, the District of Columbia, and Puerto Rico had enacted similar laws.
  24. At that time, car seat use was steadily increasing because, through education,
  25. the issue was brought to the attention of all citizens.  But today usage rates
  26. have fallen stagnant, and it is time to put out the news once again.
  27.      Project Safe Baby, initiated by Midas Muffler and Brake Shops, has
  28. published a brochure entitled "Tips For Safer Travel with Children" (in both
  29. English and Spanish) which contains the ABCs of car seats, information about
  30. their correct use, and descriptions about the various types that are
