You can install Personal Web Server for Windows 95 from the Internet Explorer Suite Components page.

To start Personal Web Server, simply click the PWS icon in the Task Bar tray or the Control Panel folder. To turn your computer into a Web server, just follow the instructions in the HTML-based administration utility.
