  22.      IN THE NAME OF ALLAH, THE BENEFICENT, THE MERCIFUL!

  24.      The prideful history of our beloved homeland, Afghanistan is enriched,
  25. with the heroic struggle of our brave people for independence, national
  26. sovereignty, national unity, democracy and social progress.
  27.  
  28.      At the present stage the State of the Republic of Afghanistan is actively
  29. carrying on the policy of national reconciliation, relying upon the support of
  30. national, political and patriotic forces.
  31.  
  32.      Therefore, keeping in mind the historic changes that have taken shape in
  33. our homeland and in the contemporary world, adhering to the principles of the
  34. sacred religion of Islam, abiding by the accepted Afghan traditions and
  35. rituals, relying upon the realities of the country's history and culture,
  36. respecting the valuable heritages of the Constitutionalist Movement and in
  37. conformity with the Charter of the United Nations and the Universal
  38. Declaration of Human Rights, and for the purpose of:
  39.  
  40.      - Preserving the independence, defending the territorial integrity and
  41. strengthening the national sovereignty;
  42.  
  43.      - Achieving country-wide peace and deepening national unity;
  44.  
  45.      - Securing justice and democracy;
  46.  
  47.      - Socio-Economic reconstruction and balanced growth and enhancing the
  48. people's living standard;
  49.  
  50.      - Promoting the role and prestige of the country in the international
  51. arena;
  52.  
  53.      - Creating favourable conditions for determining the legal status of
  54. permanent neutrality of Afghanistan and its demilitarization;
  55.  
  56.      We, the representatives of the people of Afghanistan to the Loya Jirgah
  57. of Twenty Eighth and Twenty Ninth of May, One Thousand Nine Hundred and Ninety
  58. amended as follows the constitution ratified by the Loya Jirgah of November
  59. Thirty, One Thousand Nine Hundred and Eighty seven which comprised Thirteen
  60. chapters and One Hundred and Forty Nine articles.
