War, the ominous offer of strangers: Khaliqyar
Given below is the text of the report presented by Prime Minister
Fazlulhaq Khaliqyar on the government's quarterly accomplishments:
In the Name of Allah, the Merciful, the Beneficent!
Respected Chairman and members of the House of Representatives!
First of all, I would like to express my happiness for the opportunity
the government members and I have got to meet you, distinguished deputies of
the people today in this hall.
Esteemed Deputies!
Almost four months have gone by since my government won the vote of
confidence of the House of Representatives. The House's sessions for this
purpose were followed by the May Loya Jirgah enriching, thanks to its crucial
debates, the picture of the military, political and social situation of the
country. Therein the sessions for vote of confidence, grave demands and
questions were advanced, covering the main aspects of our society's life.
Then, I promised to inform the people's deputies of the accomplishments
towards the implementation of the policy line and the demands set forth.
From the very days of its work, the Council of Ministers approved a plan
of 130 concrete tasks, assigning the Ministries and State Departments to
discharge them under the supervision of the Prime Minister and his deputies.
Under a graph designed for the visits of Deputy Prime Ministers and
ministers to the provinces, they as well as the departmental head and some
other authorized delegations have so far made over 120 such trips. The
analysis of the reports received by the Council of Ministers till September 22
confirm that diverse spheres have been marked. A set of duties has been
fulfilled while some are under way and some will be covered by the plan of the
coming year. Some other duties, which seem impossible to perform under the
present conditions will be decided upon after necessary assessment and review.
I think it will be unnecessary to explain every thing here, as a detailed note
will be submitted to the house in this connection for the knowledge of
esteemed deputies.
Permit me to talk in brief about the current socio-economic situation in
the country, the main problems and the steps taken towards their solution.
Respected Deputies of the Nation!
In the course of the short period which has passed by since the work of
the government began, our country has been witness to various developments,
mainly characterized by the tendency towards consolidation of understanding,
mutual trust, dialogue and an increasing inclination towards the political
solution of the issues.
Wide and practical steps are being taken for restoration of peace,
ensuring disarmament, de-escalation of tension and solution of regional
conflicts. In the sphere of international relations, the ice of the Cold War
is melting and the horrible physical and psychological wall which kept the
world people, even united nations, divided for decades are reduced to the
ground speedily.
The great German, Korean and Yemen nations are reaching their
reunification. The maps that had separated the world and even the single
nations on terms of ideology, belief and narrow-minded, class and military
interests get pale and torn apart.
The growing tendencies towards the improvement of the East-West
relations has passed successfully the test of the time even under the
sensitive conditions which the Gulf crisis has prompted.
Adherent to the NAM principles, neutrality, realism and peacefulness and
desirous for a peaceful, secure and tranquil life for the people of
Afghanistan and the globe, the government of the Republic of Afghanistan views
with optimism to the current trend of global developments.
The gradual improvement of the international position of the Republic of
Afghanistan, the return of the diplomatic corps, experts of foreign countries
and international organizations attest that the trust of the world public is
enhancing towards the future of peace in Afghanistan.
The outcome of the recent visits of President Najibullah to the Soviet
Union, India and France and his top-level and fruitful talks vindicates that
the will for recognizing the political solution of the Afghan question and the
preparedness to help it has now turned into a unique position in most of the
world political circles.
War was the ominous offer of the strangers which was drawn to our holy
soil. But peace should be the outcome of high national wisdom and courage of
Afghans. Otherwise, we will live a life in honour in the home we have been
bequeathed over by our forefathers. We should not agree to be mere fuel in the
flames of war, the key-role and responsibility are the exclusive task of
Afghans.
The government of the Republic of Afghanistan functions on political
basis for having the calamitious and protracted hostilities ceased. Firmly
convinced on the correctness of the path of national reconciliation and
compromise which our people have opted for in the light of the lofty
instructions of the sacred religion of Islam and accepted Afghan traditions,
the government strives for restoration of peace on the basis of understanding,
negotiations and interests of all the warring factions. The government
believes in the ability, wisdom and providence of the people and expect them
to understanding their historic mission and do not allow the Afghans to kill
each other anymore.
The present delicate situation demands from all of us to join hands and
forge ahead for healing the war-inflicted wounds for reconstruction and
prosperity of the country.
Thanks to the Islamic and humanitarian policy of national reconciliation,
the situation is improving in the country. In most of the regions, the war is
cooling down and the people are engaged in their peaceful routine activities.
The return home of Afghan refugees, both individually and collectively,
is being accelerated. As a result of sincere efforts of the UN High
Commissioner for Refugees, the implementation of the UN tentative plan for
return home of 250,000 Afghan refugees from Pakistan, have practically began
in the summer of the current year.
To better receive and render the refugees necessary financial and
material assistance, new peace guest houses were established in Zeebak
district of Badakhshan and Charasiab district of Kabul provinces and the peace
guest house of Ghazni and Nangarhar provinces were expanded. The branch
offices of the Ministry of Rehabilitation and Rural Development were
established in a number of provincial centres as well.
The government will strive to utilise its possibilities in rendering
assistance and transporting some emergency aids to the provinces in the
spheres of medical and agricultural services, distribution of fertilizers and
improved seeds, construction and repair of dams, culverts, bridges, cleaning
of subterranean canals and meeting of other primary requirements of the
repatriates.
Sufficient quantities of primary commodities, simple agricultural
implements have been procured and stocked in the centre and provinces to be
placed at the disposal of the repatriates.
The government of the Republic of Afghanistan continues its persistent
efforts to attract the assistance and cooperation of the UN High Commissioner
for Refugees with the aim of creation of its offices for distribution of
primary goods in Neemruz, Farah and Helmand provinces, payment of repatriates'
air and land fares,
