  6.     A federal appeals court ruled that former President Richard
  7. M. Nixon must be compensated for the government's 1974 seizure of
  8. presidential papers and tapes after the Watergate scandal forced
  9. him to resign. Although the dollar amount hasn't been
  10. determined, some reports estimate it could run into the
  11. millions. Ultimately the American taxpayer will foot the bill.
  12. An editorial in the New York Times called the court's decision
  13. "ludicrous" and said the ruling "adds injury to insult." A
  14. spokesperson for Nixon says all the money will go to the Nixon
  15. Library and to pay Nixon's legal fees.
