  4. Economic chaos and corruption charges may topple Brazil's Collor
  5.

  7.     Fernando Collor de Mello won the Brazilian presidency in 1989
  8. by reaching out to the descam isados, the country's shirtless
  9. poor. Now Brazilians by the thousands are putting on shirts --
  10. black ones -- to demonstrate their disgust with a Collor regime
  11. that is haunted by scandal and economic failure. An inflation
  12. rate of 20% a month and record unemployment had already eroded
  13. support for the once popular Collor even before congressional
  14. investigators recently uncovered a kickback and bid-rigging
  15. racket engineered by top presidential aides. The embattled
  16. President made the mistake of asking followers to dress in green
  17. and yellow, the national colors, to show support. Instead,
  18. thousands of demonstrators draped themselves in black and
  19. paraded through major cities chanting, "Collor out!" The
  20. demonstrations persuaded many politicians to bail out of the
  21. Collor camp and join growing support for an impeachment motion
  22. that will be put forward to Congress perhaps as soon as this
  23. week.

  25.     The most troubling question now is who, or what, will
  26. follow Collor. So far the Brazilian military has shown no desire
  27. to retake the power it held for 21 years before 1985. But
  28. Brazil's democracy is still such a fragile structure that a long
  29. and painful impeachment process could do irreparable harm. More
  30. and more Brazilians are convinced that the best solution is for
  31. Collor to resign. But that, Collor has said several times, he
  32. will never do.
