  4. Backed against a political wall, lawmakers turn over their
  5. records

  8.     The Democrats in Congress just can't seem to shake their
  9. check-bouncing woes. Boxed into a political corner, most of them
  10. joined their Republican colleagues last week in voting to turn
  11. over to a special prosecutor the records for all House bank
  12. accounts for a 39-month period ending last October. But they did
  13. it through gritted teeth.

  15.     Claiming to have uncovered possible evidence of "a classic
  16. check-kiting scheme," the Justice Department counsel, Malcolm
  17. R. Wilkey, requested the bank records for all the members of
  18. Congress -- those who had been cited for overdrafts as well as
  19. 170 who hadn't. House Speaker Thomas S. Foley and other
  20. Democrats argued that the sweeping subpoena violated the
  21. members' right of privacy, as well as Congress's
  22. constitutionally guaranteed independence. But fears of inciting
  23. more voter outrage over the check-bouncing scandal -- which has
  24. focused mainly on their party -- won the day: 131 Democrats
  25. joined the unanimous Republicans to defeat a motion that would
  26. have challenged the subpoena in court. A motion to turn over the
  27. records was then passed by a vote of 347-64. "We don't want a
  28. cover-up," said Republican James V. Hansen of Utah. "We want to
  29. get this behind us." The Democrats could hardly disagree.
