Did you pull the tank to make sure there is no binding? If there is truly no mechanical
binding I'd pull the carb and tear it apart and clean it...

If I figured it right, a 120/90 is only 5mm larger in diameter and 8mm wider
than a 110/100. I may be wrong as tire mathematics are not my strong suite.

I'd go one farther than just cleaning the spark plug - replace. 2 strokes
should come with a huge easy to read label attached somewhere "In case of
starting difficulties, always replace the spark plug first." I can't tell
you how many times this has proven true. Some bikes I have had would
restart after just cleaning the plug, but others wouldn't. Put in a new
plug. And always have spares on hand (by the cheaper ones, it won't make
much of a difference unless you are racing).

The former owner of my NX650 was riding alone on a two track in the woods,
hit a deer and ended up under the bike. He couldn't get the NX off himself
and was stuck there for a number of hours until some hunters checking out
their deer stand after work found him. He suffered broken bones and another
permanent injury.
This guy is no slouch. He is a long time enduro rider and has been known to
keep up with KLRs on two tracks etc while riding a BMW R100RS. Sometimes
the unexpected will hurt you.

I have to totally agree with this. Yesterday I rode with a guy that
has a '99 YZ250 and he went through three plugs in one ride. I think we
had a jetting problem as we were riding at a much higher altitude than
he normally rides at. He would be riding along and all of a sudden, the
bike just died while we were riding. Replace plug and bingo, it fired
right up. Also, he was getting a lot of spooge out the tail pipe and he
has never had that problem before.
