  30. Major Barbara is sometimes used as a metaphor for the Salvation Army
  31. General. In 1992 it was Eva Burrows from Melbourne who the Russians welcomed
  32. enthusiastically as "The Gentle General." She is a great lady and I could
  33. not allow even her metaphor to be misundestood. I know she prayed with
  34. President Ronald Reagan for instance in the 80s. I don't know if she ever
  35. met MSG - but he is very hard to meet and the SA didn't return to Russia
  36. during his adminstration - though he was a valuable influence.

  170. I am looking for people who might be able to get congressional signatures
  171. for the Y2K De-Alerting letter that I have been circulating.
  172.  
  173. It isn't possible to do so via congressional email because all that happens
  174. is that you are auto-spammed by the autoresponders.
  175.  
  176. There is no human response whatsoever, and it is hopeless.
  177.  
  178. As I am physically located in Australia it is hardly possible to do it by
  179. fax and phone.
  180.  
  181. I need someone who is willing to take on the task of getting as many
  182. congresional signatures to this important letter, well before the date of
  183. Aug 6th, when it is to be released to media.

  212. Some thoughts on a de-alerting campaign.
  213.  
  214. The possibility that Y2K-Related computer failure might possibly give rise
  215. to an accidental nuclear war is both real and frightening.
  216.  
  217. Lets put it clearly.
  218.  
  219. If what BASIC and others are saying is correct, there is a significant
  220. risk, however remote, that Y2K related computer failure over the rollover
  221. period could lead to an accidental nuclear exchange or accidental nuclear
  222. war.
  223.  
  224. Even if the risk of this were very small it's not a risk that the planet
  225. should be subjected to.
  226.  
  227. And it's a risk that CAN be eliminated or minimised by taking  N-weapons
  228. off hairtrigger alert.
  229.  
  230. But on the whole, the people out there in middle- Australia, middle
  231. America,  middle -Japan,or middle Russia still have no real idea that it is
  232. a possibility.
  233.  
  234. When I explain this stuff to people I meet, they usually look a bit
  235. stunned, and are either silent, or just say 'Oh', or use an expletive, and
  236. then they ask what they can do to help. When I explained it on a national
  237. telephone hookup of antinuke groups, there was a sort of silence, followed
  238. by a soft collective groan.
  239.  
  240. People know it's serious but can't quite get their minds around it.
  241.  
  242. Is that why there's not more of a focus on it?
  243.  
  244. It needs to be much more of a campaign priority than it seems to be.
  245.  
  246. As far as I can see at the moment, while Rennie Drielsma and Operation
  247. de-Alert, and the Boston de-Alerting Committee are devoted to de- alerting,
  248. and there have been some new initiatives with the World Atomic Safety
  249. Holiday (WASH) idea coming out of Japan, and the NIRS Y2K campaign (which
  250. is more reactor - focused), and while PGS, TVC,  and everyone on this list
  251. are doing things, there is not a strong focus on this topic.
  252.  
  253. People agree that it's important, and the Y2K problem gives it extra
  254. urgency, but the actual time- bounded and time- urgent nature of the
  255. problem is not, to my mind getting enough attention.
  256.  
  257. The letter to Bill Clinton and Boris Yeltsin that I have been circulating,
  258. which many of you have signed, is to be released on Aug 6th. By then it
  259. will have been faxed a number of times to Bill'n Boris, and to their
  260. respective defence secretaries, as well as by email to all heads of state
  261. and the UN.
  262.  
  263. But that is only the start of any de-alerting campaign.
  264.  
  265. In Australia, we will be looking at getting Senate resolutions up on de-
  266. alerting.
  267.  
  268. I hope that the same thing may be possible with the EP.
  269.  
  270. But we really need a much more concentrated focuss on this issue to make a
  271. difference, with pressure especially in the US and if we can manage it, in
  272. Russia.
  273.  
  274. I hope that in the next 1-2 months this will be possible.
  275.  
  276. If people are doing work on de- alerting on any level - grass roots
  277. congress, duma, or kremlin or white house - can they gat in touch with me?
  278.  
  279. And can people sign and  circulate the de-alerting letter to others to
  280. sign, and think what steps to take beyond letters?
  281.

  503. The organisations above, representing millions of people worldwide, are
  504. writing to convey their extreme concern  over the possibility that Year
  505. 2000 (Y2K)-related computer failures in nuclear weapons systems may lead to
  506. an unacceptable risk of  nuclear war by accident or miscalculation.
  507.  
  508. In the current political situation this is most especially the case.
  509. According to Alexandr Arbatov, of the Defence Committee of the Russian
  510. State Duma, US-Russian relations are at 'the worst, most acute,  most
  511. dangerous juncture since the US-Soviet Berlin and Cuban missile crises.'
  512.  
  513. The danger   during the Y2K rollover lies primarily in the possibility that
  514. spurious data may induce commanders, even at the highest levels, to
  515. mistakenly authorise the launches of nuclear weapons.
  516.  
  517. Events similar to this have already occurred. For example:
  518.  
  519. In the US in 1980,  a malfunctioning computer chip sent spurious alert
  520. signals;
  521.  
  522. In 1983 in Russia, satellites mistook glare off the tops of clouds for a US
  523. missile launch, (and disaster was averted by the refusal of the local
  524. commander to believe the warnings were real);
  525.  
  526. In 1995,  a Norwegian research rocket prompted a full-scale Russian alert.
  527.  
  528. If Y2K breakdowns produce inaccurate early warning data, or if
  529. communications and command channels are compromised, the combination of
  530. hair-trigger force postures and Y2K failures could be disastrous. There
  531. should therefore be a 'safety first ' approach  to Y2K and nuclear
  532. arsenals.
  533.  
  534. Because none of the nuclear weapons states can guarantee that their
  535. nuclear- related computer systems are Y2K compliant, the only responsible
  536. solution is for them all to  stand down nuclear operations. This approach
  537. should include taking nuclear weapons off alert status and decoupling
  538. nuclear warheads from delivery vehicles.
  539.  
  540. The stakes involved in any nuclear exchange between Russia and the US are
  541. such that they dwarf any other considerations. The future of life itself on
  542. earth could be in doubt.
  543.  
  544. In  light of this, we strongly urge that you remove all strategic and
  545. tactical nuclear weapons from 'hair trigger' alert, and place them in a
  546. status in which at least hours and preferably days would be required to
  547. launch them.
  548.  
  549. The Canberra Commission in August 1996, noted that terminating nuclear
  550. alert status would:
  551. - --Reduce dramatically the chances of accidental or unauthorised  nuclear
  552. missile launch.
  553. - --Help set the stage for intensified cooperation on a more far- reaching
  554. disarmament agenda
  555. - --Have a very positive influence on the political climate between nuclear
  556. weapon states.
  557.  
  558. This last is especially relevant in the current tension between Russia and
  559. NATO, which has prompted Russia to withdraw from cooperation with the US on
  560. Y2K problems.
  561.  
  562. According to the Canberra Commission,
  563. "Taking nuclear forces off alert could be verified by national technical
  564. means and nuclear weapon state inspection arrangements. in the first
  565. instance, reduction in alert status could be adopted by the nuclear weapon
  566. states unilaterally"
  567.  
  568. If both sides are verifiably de-alerted, it will not be possible for either
  569. to launch a disarming first strike.
  570.  
  571. The immediate stakes are so high, and the potential for global catastrophe
  572. so clear, that mutually verified de-alerting in the face of the Y2K
  573. computer problem must take precedence over all other considerations of
  574. politics and national security.

  811. ombs, will speak at the Coalition for Peace and Justice=92s annual Hirosh=
  812. ima Day Commemoration, to be held at 7:30 PM at the Seaville Friends Meet=
  813. inghouse, Route 9 in Seaville, about one half mile south of the Route 50 =
  814. and Route 9 intersection. There will also be a short slide show on the me=
  815. dical effects of nuclear bombs and the Abolition 2000 Campaign to abolish=
  816.  nuclear weapons worldwide. This event is co-sponsored by the Seaville Fr=
  817. iends Meeting.
  818. >      Chiyono Yoneda, and Masao Tamaru are the two Hibakusha who will sp=
  819. eak. Chiyono Yoneda, 72 years old, now lives in Yokohama, Japan. She was =
  820. present at the bombing of Nagasaki on August 9th, 1945.  She has been a J=
  821. apanese peace activist and member of Hidanyko, the Japanese atomic bomb v=
  822. ictims association for many years. She will describe her experiences both=
  823.  during the bomb blast itself and in the days following the attack.
  824. >      Masao Tamaru, 68 years old, lives in Higashikurume, a suburb of To=
  825. kyo. He was present on August 6th, 1945, when the Hiroshima atomic bomb w=
  826. as dropped. Tamaru is the Executive Director of the Tokyo branch of the a=
  827. tomic bomb victims association.
  828. >     Since neither Tamaru nor Yoneda speak English, they will be accompa=
  829. nied by Manami Shintaku, a student from American University in Washington=
  830.  DC, who will act as the interpreter.
  831. >      Our three visitors will be housed by Ocean City residents Bill Bar=

  917. >                Chiyono Yoneda, and Masao Tamaru are the two Hibakusha w=
  918. ho will speak on the Hibakusha Tour. Chiyono Yoneda, 72 years old, now li=
  919. ves in Yokohama, Japan. She was present at the bombing of Nagasaki on Aug=
  920. ust 9th, 1945.  She has been a Japanese peace activist and member of Hida=
  921. nyko, the Japanese atomic bomb victims association for many years. She wi=
  922. ll describe her experiences both during the bomb blast itself and in the =
  923. days following the attack.
  924. >      Masao Tamaru, 68 years old, lives in Higashikurume, a suburb of To=
  925. kyo. He was present on August 6th, 1945, when the Hiroshima atomic bomb w=
  926. as dropped. Tamaru is the Executive Director of the Tokyo branch of the a=
  927. tomic bomb victims association.

  929. nied by Manami Shintaku, a student from American University in Washington=
  930.  DC, who will act as the interpreter.
