  1. THIS MEANS WAR! said Eduardo 
  2. Giovanni made two days ago to an
  3. emergency meeting of his inner
  4. circle. Eduardo is leading the
  5. Columbians in a major drug war
  6. against the Cubans. The conflict
  7. rose over the recent upsurge of
  8. the Cubans drug market. It seems
  9. to have taken too much of the
  10. Columbians piece of the action.
  11. The Cubans are meeting on a yacht
  12. somewhere off the southern coast
  13. to swap battle plans. Intelligence
  14. reports that Eduardo plans to 
  15. attack the Cubans while they're
  16. meeting. We think the Cubans will 
  17. also be looking for a major arms
  18. deal to support their war efforts,
  19. and may have some large drug ship-
  20. ments coming in to finance it.
  21. Eduardo has outfitted at least four
  22. fast boats for water attacks. Two
  23. are outfitted with small missiles,
  24. able to destroy a yacht. Others are
  25. heavily armed with machine guns and
  26. light weapons to take on smaller
  27. Cuban boats and the men on board.
  28. They may plan to intercept cuban 
  29. smugglers, and/or take out the
  30. Cuban's meeting vessels.
  31. We must locate and neutralize
  32. Eduardo's `fleet' before this war
  33. expands into waters around Florida,
  34. and maybe becomes an international
  35. incident involving the Cubans, and
  36. threatening the lives of innocent
  37. civilians. We will also try to trap
  38. leaders of both sides, and the Arms
  39. and Financial dealers while they 
  40. are distracted with this War.

  51. place, just off coast of Cape
  52. Sable. Eduardo has four heavily
  53. armed boats in the area, but 
  54. the location is not known. Stay
  55. close to the Cubans to intercept
  56. Eduardo BEFORE he reaches the
  57. Cubans, then go after Cubans.

  59. Cubans are meeting to discuss
  60. war plans. This is a chance to
  61. capture the biggest players at
  62. one time and in one place. We 
  63. have enough evidence against 
  64. each one, so let's get them!

  80. Miami and the Columbians may
  81. use the chance to knock off 
  82. some big guys. Intercept the
