  1. The Columbian Cartel works with one
  2. American gang who's sordid reputa-
  3. tion for ruthlessness is known 
  4. worldwide.  This gang is known in 
  5. the underworld as the Shadow.  A
  6. tight knit organization, it is 
  7. ruled by a notorious tyrant who
  8. flatteringly calls himself Black
  9. Beard.  He controls a Union empire
  10. that terrorises the southern Keys.
  11. With a private army of union thugs
  12. to back him up, he is considered 
  13. virtually untouchable. He uses
  14. legitamite fishing vessels that he
  15. confiscates at will, and keeps the
  16. honest fishing crews in line with
  17. extortion and pay-offs. Those who
  18. can be persuaded to speak about
  19. him say his name in little more
  20. than a whisper.
  21. Most of the information we have
  22. was collected at the expense of
  23. lives...we need hard evidence to
  24. bring him down! Since he is rarely
  25. indicted and never convicted, the
  26. task is difficult.  Intelligence
  27. tells us that he may be setting-up
  28. his largest smuggling project to
  29. date. A number of Key West Fishing
  30. vessels may be involved.
  31. Because of it's incredible value he's 
  32. expected to personally carry out
  33. several runs off the coast of
  34. Southern Florida. The drugs may
  35. be stashed in a half-dozen boats
  36. hiding within the fishing fleets.
  37. Some of the boats will no doubt
  38. be heavily armed and should be
  39. considered dangerous...watch for
  40. innocent fishermen!

  53. are coming from Guatamala. One

  55. the other south of Key West.

  57. extreme caution.

  60. of drugs. At least three boats
  61. are coming into the Everglades.
  62. Locations are not known except 
  63. that they will all be meeting
  64. in Florida Bay. Your job is to
  65. intercept as many drug runners
  66. as possible.
