THE STATE PENSION FUND OF RUSSIA USES FINE READER HANDPRINT FORMS FOR AUTOMATIC DATA CAPTURE

In 1995 the Fund decided to centralize the storage of information about Russian citizens. All the information was to be gathered at the regional departments of the Fund, input into a computer and sent to the central database. According to the law all this amount of forms - about 150 mlm. of forms - should be processed in two months. Of course such a task couldn't have been carried out in the old-fashioned way, and that's why the Fund decided to automate the input of data. 

ABBYY developed three machine-readable forms for the Pension Fund of Russian Federation: ôInsurance Questionaryö, ôPersonal dataö, and "List of batch". The statistics of the test input of several thousand of such questionaries produced the following results. On the average, a typist makes 1-2 misprints in each form, and the input of one form takes him 3-5 minutes. FineReader makes 1-2 mistakes in 10 forms (i.e. 5-10 times less than a professional typist) and the input of one form takes the application about 13 sec. 

Now such a systems are functioning at 5 major regions of Russia. According to the various tests the quality of recognition before verification stage is 99.8% in average for the whole volume of documents, and 99,93% for the documents meeting the form filling requirements. After verification the percentage of mistakes is less than 0.001%. These data are officially proved by Pension Fund of Russia.
