Are these the utilities to which you are referring? Also, Under OS/2, DOS sessions may have access to HPFS partitions, and HPFSA02b.ZIP off of hobbes.nmsu.edu:/os2/dos will let you read and write to HPFS partitions under a booted DOS. As for how to run executor... Other People have posted the correct solution. Make sure your DOS settings reflect your commandline switches.
