He was press attach? to the Japanese Consulate-General in Singapore, and was arrested on a charge of espionage during the first year of the European war. He was made the Chief Education Officer during the Japanese Occupation, and created the Overseas Chinese Association and the Eurasian Welfare Association. In June 1942, he was accused of "helping the enemy" and the Mayor sent him to Japan to avoid arrest. In August that year he returned to become Department Chief of the Promotion of Wellbeing of the People. He was later commended by Europeans and Chinese for his humanity during the Japanese Occupation.
