Founder and Chairman of the Overseas Chinese Association. He was born in Singapore in 1869 and educated at Raffles Institution. He became the first Chinese Queen's Scholar, and was a founding member of the Straits Chinese British Association. He was also involved in the Singapore branch of the Kuomintang and the Chinese Company of the Singapore Volunteer Corps. He was a Legislative Councillor from 1895 to 1902.
