  29.           application of military tactics to modern urban

  35.      TERRORISM (SCENARIO):   4-TUNNELS

  40. Main Goal:     Simultaneous destruction or partial
  41.      incapacitation of the 4 NYC tunnels (Lincoln, Holland,
  42.      Queens Midtown and Brooklyn Battery).
  43.  
  44. Secondary Goals:
  45.      1. Heightened levels of fright and panic.
  46.      2. Dissemination of such hysteria through Media
  47.           manipulation.
  48.      3. A show of force.
  49.  
  50. Requirements/Tools:
  51.      a) 4 (four) Mini-vans with darkened side and back
  52.           windows.
  53.      b) 4 (four) Motorcycles (2-seaters).
  54.      c) 4 (four) Explosive devices of middle- to low-grade
  55.           potency with radio-controlled and timeing triggers
  56.           on each.
  57.  
  58. Human Resources:    a) 4 (four) drivers for the Mini-vans.
  59.                     b) 4 (four) drivers for the Motorcycles.
  60.  
  61. Description:   4 (four) Mini-vans, one for each tunnel
  62.      (Lincoln, Holland, Queens Midtown, Brooklyn Battery),
  63.      enter them from Manhattan on a weekend morning. 4 (four)
  64.      motorcycles go right after each Mini-van.
  65.  
  66.      Approximately at the middle of each tunnel, the Mini-
  67.      vans will stop, their drivers will get out and onto the
  68.      backseats of the motorcycles and drive away.
  69.  
  70.      The bombs will have 2 (two) triggers: a radio and a
  71.      timer. A timer will be set to explode 1 minute (60
  72.      seconds) after being engaged (and will be activated by
  73.      the Mini-vans' drivers upon stopover. However, the
  74.      timers will play the role of backups.
  75.  
  76.      Upon riding a motorcycle (from backseat) the Mini-vans'
  77.      drivers will activate the radio detonators while at a
  78.      distance of 100 to 200 meters from the vans (to prevent
  79.      radio-signal loss).
  80.  
  81.      It is suggested that 7 to 10 blocks away from the
  82.      tunnels both the drivers of the motorcycles and the
  83.      Mini-vans should dispose of their motorcycles and
  84.      disappear.
  85.  
  86.      A general telephoned warning to a few major Television
  87.      Stations and Newspapers about an oncoming attack is
  88.      advisable, but should not in any way give information as
  89.      to the nature of the attack.  Also, such warning should
  90.      be made not earlier than 10 to 15 minutes before the
  91.      start of operation.

  93.      A statement of fact and responsibility should be made
  94.      not later than 5 minutes of the attack to the same
  95.      stations.
  96.  
  97. Result:   The tunnels will be closed for at least 3-4 days
  98.      (in case of light damage), and 8-12 days (in case of a
  99.      moderate damage). Resulting heavy traffic, partial fear
  100.      to drive over or under anything that is not dry, and
  101.      hysteria can be further exploited by manipulation of
  102.      Media with very little risk.
