  11. The DDN MANAGEMENT BULLETIN is distributed online by the DDN Network
  12. Information Center under DCA contract as a means of communicating
  13. official policy, procedures and other information of concern to
  14. management personnel at DDN facilities.  Back issues may be read
  15. through the TACNEWS server ("@n" command at the TAC) or may be
  16. obtained by FTP from the SRI-NIC host [26.0.0.73 or 10.0.0.51] using
  17. userid="anonymous" and password="guest".  The filename format for
  18. bulletins is DDN-NEWS:DDN-MGT-BULLETIN-nn.TXT (where "nn" is the
  19. bulletin number).

  22.            POLICY FOR DEFENSE DATA NETWORK NODE RELOCATIONS
  23.  
  24. Defense Communications Agency (DCA) letter, dated 24 May 84, provided
  25. the policy for Defense Data Network (DDN) node relocations.  We are
  26. mindful of the need to relocate communications and ADP equipment to
  27. accommodate changes and expansions at the local level.  However, the
  28. increasing reliance on DDN by operational systems and the need to
  29. schedule our relocation resources dictates that we revise our policy
  30. on node relocation.  We request widest dissemination of this policy.
  31.  
  32. One year advance notice of a proposed DDN node relocation is
  33. required to properly plan, schedule, survey and accomplish the
  34. relocation.  Notice will be provided by the local command/agency via
  35. formal message to DCA Code B652 (as action addressee) and to all
  36. intermediate Service Operations and Maintenance (O&M)/Engineering and
  37. Installation (E&I) commands and associated DDN project offices
  38. (as information addressees).  The message will contain, as a minimum,
  39. the following information:
  40.  
  41.     a.  Node name and number.
  42.  
  43.     b.  Node Site Coordinator: (name, telephone number and electronic
  44.         mail address).
  45.  
  46.     c.  Current node location:  (building, room, address).
  47.  
  48.     d.  Proposed node location:  (building, room, address).
  49.  
  50.     e.  Date relocation must be completed.
  51.  
  52.     f.  Reason relocation required:  (include impact if not accomplished).
  53.  
  54.     g.  Telecommunications service actions:  (explain, in detail, all
  55.         circuit actions required).
  56.  
  57.     h.  Proposed schedule:  (begin with proposed site survey date and 
  58.         show dates, required action and proposed office of primary
  59.         responsibility).

  61. DCA may, on a case-by-case basis, be able to make exceptions to
  62. the one year lead time.  Any DCA exception will be accomplished by
  63. formal correspondence (message or letter) and will be based on the
  64. complexity of the proposed relocation and required Telecommunications
  65. Service Request (TSR)/Telecommunications Service Order (TSO) lead
  66. times in accordance with DCA Circular 310-130-1.  For example, a
  67. shorter lead time may be possible if all actions (except for the actual
  68. deinstallation/reinstallation of the DDN provided node equipment) can be
  69. accomplished by the local O&M/E&I organization and only record purpose
  70. TSR's are required.

  72. At no time is the site authorized to move equipment without DCA
  73. approval and DDN prime contractor support.  Normally, a site survey
  74. will be performed for relocations, with DCA, Service (O&M/E&I) and
  75. local command participation.  Additionally, the requesting organization
  76. may be required to provide a fund cite to support the cost of DCA/DDN
  77. survey and E&I support in accordance with DCA message 231613Z Apr 85,
  78. subject:  DDN Node Site Surveys.

  80. All organizations supporting DDN node sites are reminded that a node 
  81. relocation will require a DDN node outage with various degrees of
  82. user and DDN mission impact.  For example, the removal of one node
  83. may result in single thread connectivity for other nodes.  Therefore,
  84. the subsequent outage of an interswitch trunk circuit or node may
  85. isolate several other nodes and all associated host connections.
  86. Proper advanced planning will permit DCA and respective organizations
  87. to minimize the impact of the node relocation.  Lack of adequate
  88. lead time may necessitate DCA directed de-installation and storage
  89. of the DDN node equipment until re-installation actions can be
  90. scheduled and accomplished.
