  11. The DDN MANAGEMENT BULLETIN is distributed by the Network Information
  12. Center under DCA contract as a means of communicating official policy,
  13. procedures and other information of concern to management personnel at
  14. DDN facilities.  Back issues may be obtained by FTP from the directory
  15. <DDN-NEWS>  at SRI-NIC  [26.0.0.73 and 10.0.0.51]  using the  filename
  16. DDN-NEWS:DDN-MGT-BULLETIN-xx.TXT (where xx is the bulletin number.)

  19.     NEW POLICY: ROLLOVER EXPIRATION OF INDIVIDUAL
  20.                     MILNET TAC ACCESS CARDS
  21.  
  22. The Defense Data Network Program Management Office (DDN PMO) has
  23. authorized the Network Information Center (NIC) to do a periodic
  24. update of MILNET and ARPANET users currently registered in the NIC
  25. WHOIS/NICNAM Identification Database; to invalidate currently issued
  26. individual MILNET TAC ACCESS cards; to issue new individual MILNET TAC
  27. ACCESS cards with new access codes to re-registered, authorized MILNET
  28. TAC users.
  29.  
  30. NOTE: This procedure applies only to MILNET TAC Access.  ARPANET TAC
  31. Access is a separate procedure administered by the Defense Advanced
  32. Research Projects Agency (DARPA).
  33.  
  34. The NIC will begin the user registration update in February, 1985.
  35. This procedure will be repeated annually.  The re-registration of
  36. users and reissuance of MILNET TAC ACCESS cards to authorized users
  37. will ensure that only currently authorized users have MILNET TAC
  38. access.
  39.  
  40. RE-REGISTRATION OVERVIEW
  41.  
  42.    The Host Administrator of each host is responsible for registering
  43.    all users of his or her host and who have network access, and who
  44.    have been authorized for MILNET TAC Access via MILNET TACs.  Those 
  45.    users must be registered in the WHOIS/NICNAM database.
  46.  
  47.    - With the cooperation and assistance of the Host Administrators, the
  48.    NIC will update the information of currently registered users, delete
  49.    users who no longer have accounts on either MILNET or ARPANET hosts
  50.    and register new users.  The NIC will issue new individual MILNET access
  51.    codes to authorized re-registered and newly registered MILNET users;
  52.    send the new cards directly to the user via U.S. postal mail;
  53.    invalidate current individual MILNET TAC Access codes by host; and
  54.    re-register authorized MILNET and ARPANET users who do not require
  55.    MILNET TAC Access.
  56.  
  57.    - The update will proceed on a "rolling" basis.  The schedule of
  58.    re-registration of each host is determined on the basis of the first
  59.    letter of the official hostname:  Hosts with an official hostname
  60.    beginning with the letter "A" will be re-registered in February 1985;
  61.    hosts with a hostname beginning with the letter "B" will be
  62.    re-registered in March 1985, etc.  The distribution of the letters
  63.    per month as given by the chart below should result in the
  64.    re-registration of roughly the same number of users per month.
  65.  
  66.    If the Host Administrator expects that the month in which his/her
  67.    host is scheduled for re-registration will present a difficulty, then
  68.    that host may be rescheduled for re-registration in another month.

  89. RE-REGISTRATION PROCEDURES
  90.  
  91.    - The Host Administrator will receive from REGISTRAR@SRI-NIC.ARPA a
  92.    complete listing, in template form, of all currently registered users
  93.    of the host scheduled for re-registration at the beginning of the
  94.    month listed in the above schedule.
  95.  
  96.    - The Host Administrator will update the templates of currently
  97.    registered users following the guidelines stated in the USER
  98.    REGISTRATION INSTRUCTIONS.  A copy may be obtained via FTP from
  99.    SRI-NIC, host address [26.0.0.73] or [10.0.0.51] using pathname:

  103.    - The Host Administrator will update the templates by:
  104.  
  105.       Correcting any outdated information contained in the user
  106.       templates
  107.  
  108.       Marking the "DELETE" field with "Y" for users who no longer have
  109.       current accounts on the host
  110.  
  111.       Filling out templates for new users not included in the list of
  112.       templates
  113.  
  114.    - The Host Administrator will send the updated template file via
  115.    electronic mail to REGISTRAR@SRI-NIC.ARPA prior to the end of the
  116.    month in which updates are received.
  117.  
  118.    - The NIC Registrar will process the template file and update
  119.    the  WHOIS/NICNAM Identification Database.
  120.  
  121.    - The NIC Registrar will issue new individual MILNET TAC Access cards
  122.    containing the old login password and new access code to all
  123.    re-registered authorized users, and new passwords and access codes to
  124.    new authorized users.
  125.  
  126.    - At this time, the Registrar will send a message to all registered
  127.    users of the host informing them of the re-issuance of individual
  128.    cards and the invalidation of old cards.
  129.  
  130.    - The Registrar will invalidate (hotlist) the access codes of all
  131.    individual cards issued to the users of that host prior to the
  132.    re-registration.  The invalidation of old cards will occur 30 days
  133.    following the end of the month the re-registration was due.  This
  134.    delay should allow sufficient time for users to receive their new
  135.    cards, and for them to inform us or the Host Administrator of any
  136.    problems with the new cards prior to the invalidation of the old
  137.    cards.

  139. PROBLEMS WHICH MAY ARISE
  140.  
  141.    Official hostname changes which involve a change of the first
  142.    character of the hostname:
  143.  
  144.       If the host has been re-registered during 1985 prior to the
  145.       hostname change, we will not re-register the users of that host
  146.       until the following year.
  147.  
  148.    New hosts:
  149.  
  150.       Users of new hosts will be registered at the time the
  151.       host becomes an official ARPANET or MILNET host.  We will 
  152.       re-register those users the following year.
