  18.       PGNet ∙ The Power Gamer's Network, the name of the organization herein,
  19.   was founded by Radu Murgescu, Jr. on July 22nd, 1990 to serve as a liason
  20.   between various gaming boards, gamers and door game authors to achieve new
  21.   heights in gaming excellence. Its main goal is to improove the gaming
  22.   environment through suggestions to the software developers from the users,
  23.   in an effort to provide the best possible on-line entertainment. Promoting
  24.   the door games, cooperation and teamwork is also our intent. PGNet is solely
  25.   formed of bulletin board systems whose main aim is to cater to gamers,
  26.   commonly refered to as gaming boards. All PGNet members are unpaid
  27.   volunteers and no personal financial gains or profits are to be made from
  28.   the use of this network by any decission-making official. PGNet is not a
  29.   common carrier, or a public network. PGNet is not responsible for any
  30.   losses that you might encounter from the use of this network; participation
  31.   is not mandatory.

  37.       The official language of PGNet is English, and it is to be used in all
  38.   corespondence and documents at the international level. The use of other
  39.   languages is encouraged at all levels except for the one mentioned above,
  40.   in all aspects other than official.

  46.       This document should serve as a guide to all the PGNet members as
  47.   a code of conduct within the organization. It can only be altered or
  48.   modified by a 3/4 vote of the PGNet International Council without the
  49.   Net Coordinator's or the President's veto ( all the above positions
  50.   are further mentioned below - see structure ).

  82.       1. Founder - PGNet Founder is and will be
  83.  
  84.                Radu Murgescu, Jr.

  86.   the designer of the network. This position is purely informative. No
  87.   election is to be held for this position.
  88.  
  89.       2. President - PGNet President is appointed by the founder. The
  90.   presidency is a ceremonial function, the president serving as the outmost
  91.   spokesperson of PGNet. He holds no decission-making powers other than the
  92.   power to veto all the other lower positions on any decission involving a
  93.   shift in the network goals or changes in its policies. If the founder can
  94.   not be reached in a resonable amount of time, to be decided by the
  95.   International Moderator, the Outgoing president should appoint its
  96.   successor. The office of the president is not subject to elections or
  97.   time-limits.

  99.       3. Co-founders - PGNet Co-founders are and will be the following, in
  100.   alphabetical order :

  102.   John Harrison, Rich Hosking, Kris Kramer, Keven Lee Mehaffy, James Sparks,
  103.   Mark Spitzfaden, Danny Pendergrass.
  104.  
  105.   They helped with the integration of the new network through valuable
  106.   advise. These positions are purely informative. No elections are to be held
  107.   for these positions.

  109. Note : All of the above positions are ceremonial. The highest decission-
  110.        making position within PGNet is that of the INC - see below.

  114.       4. International Net Coordinator ∙INC - PGNet INC is elected by a
  115.   majority of votes of all regional, host and area coordinators (one vote each)
  116.   and the international council ( one vote total ). The president has the power
  117.   to reject the selection, in which case new elections will be held in no
  118.   earlier than one month, but no later than 3 months with the winner
  119.   assuming the position. The INC is responsible for day-to-day operations
  120.   and has the highest decission-making authority within the Network ( except
  121.   for the mentioned exclussions ). It has the power to reject, modify or alter
  122.   all the decissions taken at any lower levels. This position is subject to
  123.   elections every two years, on Nov. 1st and a Vote of Confidence can be
  124.   requested by 3/5 of the regional coordinators. INC has the important mission
  125.   to promote PGNet and aim to take PGNet to a higher state than in previous
  126.   administrations. The INC is encouraged to appoint a Cabinet within a month
  127.   from the election. The INC heads the executive branch of PGNet.
  128.          Assistant International Net Coordinator ∙ AINC - PGNet AINC is
  129.   appointed by the INC. The AINC is the 2nd in command of the executive
  130.   branch of PGNet.

  135.       5. International Moderator ∙ IM - PGNet IM is appointed by the president,
  136.   and entrusted with the power to decide the fate of any upcoming conflict
  137.   or election, and interpret the policy. The office of the IM is not subject
  138.   to elections or time-limits. The IM head the judiciary branch of PGNet.

  140.       6. INC Cabinet ∙ INCC - is appointed by the INC, who has the power to
  141.   appoint and dismiss any member. The INCC's main mission is to assist the INC
  142.   as directed. INCC members have the power entrusted in them by the INC and
  143.   should act and be respected as the INC's ambassadors in their respective
  144.   fields.

  154.       7. Regional Net Coordinator ∙ RNC - PGNet RNC is elected by a
  155.   majority of votes of all host and area coordinators ( one vote each ).
  156.   The International Net Coordinator has the power to reject the
  157.   selection, in which case new elections will be held in no earlier
  158.   than one month, but no later than 3 months with the winner assuming
  159.   the position. The RNC is responsible for day-to-day operations of the
  160.   region. It has the power to reject, modify or alter all the
  161.   decissions taken at any lower levels. This position is subject to
  162.   elections every year, on May. 1st and a Vote of Confidence can be requested
  163.   by 3/5 of the host coordinators. the RNC is encouraged to appoint a
  164.   Cabinet within a month from the election. The RNC reports to the INC.

  166.       8. International Council ∙ IC - PGNet IC contains of all founders
  167.   plus one member appointed by each regional coordinator and one appointed by
  168.   the coordinator. The founders are permanent members of the council while the
  169.   others are dismissed upon another appointment from their respective areas.
  170.   IC is the legislative branch of PGNet.

  172.       9. RNC Cabinet ∙ RNCC - is appointed by the RNC, who has the power to
  173.   appoint and dismiss any member. The RNCC's main mission is to assist the RNC
  174.   as directed. RNCC members have the power entrusted in them by the RNC and
  175.   should act and be respected as the RNC's ambassadors in their respective
  176.   fields.

  179.      10. Host Net Coordinator ∙HNC - PGNet HNC is elected by a majority of
  180.   votes from all members in the respective net and their area coordinators.
  181.   The HNC is responsible for day-to-day operations of the host. He has the
  182.   power to reject, modify or alter all the decissions taken at any lower
  183.   levels. This position is subject to elections every year, on Aug. 1st
  184.   and a Vote of Confidence can be requested by 3/5 of the area coordinators
  185.   The HNC is encouraged to appoint a Cabinet within a month from the
  186.   election. The HNC reports to the RNC.

  188.      11. Regional Moderator ∙ RM - PGNet RM is appointed by the IM,
  189.   and entrusted with the power to decide the fate of any upcoming conflict
  190.   or election, and interpret the policy. The office of the IM is not subject
  191.   to elections or time-limits. The RM reports to the IM.

  193.      12. HNC Cabinet ∙ HNCC - is appointed by the HNC, who has the power to
  194.   appoint and dismiss any member. The HNCC's main mission is to assist the HNC
  195.   as directed. HNCC members have the power entrusted in them by the HNC and
  196.   should act and be respected as the HNC's ambassadors in their respective
  197.   fields.

  199.      13. Area Coordinator ∙AC - PGNet AC is apointed by the Host
  200.   Net Coordinator with the aprooval of the Regional Net Coordinator.
  201.   The AC is responsible for day-to-day operations of the area.
  202.   The AC is appointed by the HNC, whom he/she reports to.

  204.      14. Honorary members ∙ HM - HMs do not have to be part of PGNet,
  205.   but through their effort they have promoted PGNet and gaming and have
  206.   benefited the gaming world. HMs are recognized by the INC or the
  207.   president. HMs do not have the right to vote in any official elections.

  209.      15. Members - Members are the Gaming BBS' that were admited in the
  210.   organization by the INC, and have as the main purpose to promote
  211.   the door games and other selected types of on-line entertainment
  212.   through team work with the other gaming boards. The Members are
  213.   the reason PGNet was formed and are they are of the outmost
  214.   importance to the Network.

  217.      16. Associate members ∙ AM - AMs do not have to be part of PGNet,
  218.   but through their effort they have promoted PGNet and gaming and have
  219.   benefited the gaming world. AMs are recognized by the RNC or the
  220.   HNC. AMs do not have the right to vote in any official elections.

  222.      17. Points can not vote in any elections and are sponsored by a member
  223.   who takes full responsability for their action. All points are encouraged
  224.   to apply for a membership.

  226.      18. Power Gamers ∙ PG - Power Gamers are users who spend all their
  227.   available possible time playing games, on-line games and enjoy all the
  228.   other types of on-line entertainment. PGNet caters to these users and will
  229.   cease to exist upon their self-destruction.

  231.      19. Users are encourage to play games and use the echoes. After all,
  232.   without them, we wouldn't be here....

  237.       The nodelist is compiled by the International Technical Support
  238.   Coordinator and is released each Saturday. The nodelist has the following

  251.       There are NO dues at this time, however, dues might be implemented
  252.   at the request of the Internaional Council and with the International Net
  253.   Coordinator's aprooval.

  255. 8███ ║ ║ ║ Power Gamer Magazine ║ ║ ║ █████████████████████████████████████████

  257.       The Power Gamer Magazine is the voice of PGNet and it's available for
  258.   FREQ from the editor or from all the Hubs. It contains information about the
  259.   most recent games and door-games and other fascinating aspects of the gaming
  260.   world that your users and power gamers might find usefull.

  262. 9███ ║ ║ ║ Voting ║ ║ ║ ███████████████████████████████████████████████████████

  264.       All the PGNet members are required to participate in all the elections,
  265.   but can do so using the absentee voting by sending the RM a netmail with their
  266.   selection.

  270.       Elections will be monitored and decided by the coresponding Moderators.

  274.       New members shall benefit from all the benefits or a regular member.
  275.       New Members Must Be at least 18 yrs of age and Must have had there 
  276.    Bbs up and running for 6 mths, Or 16 yrs of age with there BBS up and 
  277.    Running for no les than one year.

  285.       Meetings can be called by an area coordinator when deemed necessary.

  289.       Netmail and echo mail are the favored means of communication in PGNet.
  290.   Voice calls between members are authorized as means of conducting official
