Subject: --- Drug sales EQUAL oil sales ---

I was (and will be) talking about illegal drugs, of course.
This is a long post, but read on... 'could be worth a few
minutes, IMHO.

A '92 UN report evaluated total international drug sales at
$420 billion a year.
But who knows what this huge sum means ?
I certainly didn't, till I researched the subject of
oil sales :
Roughly 3100 tons (metric...) of crude oil are produced
each year, with an end price (per ton) of $110-$120 (oil sold to
businesses) to $250 (unleaded gas... without taxes :-),
all of which amounting to (TTBOMK, if you've got more
precise info, please tell) roughly the same order as
the afore-mentionned $420 billion.
Remember the gulf war ? Is the power of oil multinationals
sthing you get the feel of ?
Well, one of the first differences is that the oil market
generates very little benefits, in %tage (compare the above
numbers with $105 a ton, which is - still roughly, haven't
spent ages on the matter - the crude oil barrel price, at
the source).
Drug sales generate much, much more benefits, with 3- if
not 4-digits %tages.
Pals, that means our nations' drug policies are quite
single-handedly setting up a global traffic with a power
that pales the whole petroleum business.
Burma is now widely considered to be a "narco-state", i.e.
a state which ressources and power stem only (or almost
only) from drug production and sales. You heard about
the "burman army fighting opium-producing rebels" ?
Well, the process actually is
10 - legitimate army goes to war against "drug lords"
20 - leg. army wins (when it manages...)
30 - leg. army takes control of the production and traffic
40 - goto 10 :-)
[Actually, a few days ago, the burman army's
struck a deal with Khun Sa (sp?) to let the drug-king
"retire" (he's 61, after all :) while giving away his
"logistics", and, incidentally his private, well-armed,
20000 troups-strong army.]
And this process is not particular to Burma, a ('93)
article (which was written after a report by the
"Geopolitical Drug Observatory", organization funded
by the EU), told that Pakistan and a few others were
taking the same road.
Why ? I mean, why now and not before ?
Once upon a time there was the CCCP and the USA,
and... the farytale ended, leaving many "army states"
with no subsidies, especially in regions (Asia, Lat.America, ...)
where drug producing is common.
So there's a global rise of crime organisations, with another
interesting process, "verticalisation", i.e. production
sites are increasingly also taking care of the
transportation and sales as well. Africa, which was
(in comparison to Asia or Lat.America, 10-20 years ago)
quite "drug free" is reportedly becoming a platform for distribution
and production. One difference with Asia is that this
traffic also profits to democratic enterprises, like
funding independant news-magazines.

And please also make a little neuronal link between the
soviet union collapse, the rise of armament traffic from
there, and the whole stuff above.
Get the picture ? It scares me, I must say.
Controlled legalization of dangerous drugs, with
possibility to purchase clean products at near-production
prices (and medical follow-up when needed), in the style
of methadone distribution in the Netherlands, has
been called a "risk reduction policy", for well-known
reasons.
Now this gives a whole new meaning to the word "risk" ! :-(((

[*] FYI, the cannabis production in Morroco is owned by
the "entourage" of Hassan II, Mor.'s king, i.e. is more
or less controlled by the king himself (source : '95 EU
report) since Mor. is a feudal state.
And, a french guy who accused people, directly linked
to our (I'm french) present (@$!!!$%^$!!) gouvernment,
of managing the import side of the traffic, had the
dubious honor of being the one and only
occ. european accepted in the USA as a political refugee
(the state dep. actually supported his case).
AND, all this didn't stop our heavenly prez from a backslapping
trip there, which ended by France doubling economical aid
to Mor., and Ch*r*c , upon going back to a EU conference,
from rudely interfering with the Netherlands' project
of actually legalizing weed.
Thought he was "just" a nuclear cowboy ? :-(((
