R% Combine the dry milk, sugar, salt, pepper, garlic powder, and
R%onion powder in a mixer bowl. Add the water and beat slowly until
R%well mixed.

R% Add the vinegar and beat until well mixed. Gradually add the oil,
R%beating constantly at a high speed.

R% Refrigerate sauce until used - at least 24 hours.
