  19. You can still create program items in Program Manager even though a
  20. restriction against creating them has been set.

  25. Microsoft has confirmed this to be a problem in Windows NT and Windows NT
  26. Advanced Server version 3.1. This problem was corrected in the latest U.S.
  27. Service Pack for Windows NT and Windows NT Advanced Server version 3.1. For
  28. information on obtaining the Service Pack, query on the following word in
  29. the Microsoft Knowledge Base (without the spaces):

  36. If you want to restrict users from creating program items in Program
  37. Manager, you can set restrictions by using either a) the User Profile
  38. Editor in Windows NT Advanced Server, or b) the Registry Editor in
  39. Windows NT.

  41. However, after you set the proper restrictions, users can still create
  42. program items by holding down the ALT key and double-clicking the
  43. white space in a program group.
