Step 1: Slightly unravel the cotton balls.
Step 2: Gently brush the piece of cotton over the pinecone so it sticks to the cone. This should give the pinecone a soft, feathery appearance. Bend the pipe cleaners to form the owl's two eyes and two ears. Attach the pipe cleaners by inserting the pipe cleaner eyes and ears through the pinecone.
