This very short passage opens with the entire string section echoing the last four notes of the flutes and oboes, only slightly lower.
Now the flutes and oboes "echo" the same four notes, with the clarinet in contrary motion. The fourth note is repeated by all the instruments. This produces a block of chords which become louder and louder, leading us (look at the changes in the clarinets' last four notes) to C major.
The last six notes of this leading passage are played by the horns in octaves.
