  7.                               RealityNET Charter
  8.  
  9. Common Goal - To allow the users of RealityNET a forum in which they are free
  10. to express their views without censorship, or suppression by the Network.  To
  11. provide a place for intelligent discussion and/or debate on a wide variety of
  12. topics.
  13.  
  14. Article I - Admission of Nodes
  15.         Section 1. In order to be allowed access as a functioning member of
  16.         RealityNET, a system should have been active for the previous 90 days
  17.         prior to admission.  Active is defined as operating at a near constant
  18.         rate for 20 hours daily 7 days a week.  
  19.         
  20.         Section 2. The Sysop must agree to host 2 subs from his board on
  21.         RealityNET.  The Sysop may elect to start a new sub or donate a local
  22.         sub to the Network.  While gating of these subs is allowable, it is not
  23.         preferable to an exclusive RealityNET sub.
  24.  
  25.         Section 3. The Sysop must agree to carry no less than 5 RealityNET
  26.         subs on his board.  Of the 5, two must be the Sysop's Info Sub, and
  27.         the User Feedback Sub.
  28.  
  29.         Section 4. The Sysop recognizes that while his board will maintain
  30.         sovereignty, Network subs are controlled by the Network and therefore
  31.         all NET rules apply to those subs.
  32.  
  33.         Section 5. The Sysop guarantees a non-purgable, non-deletable
  34.         account to to the NC for the duration of their involvement with
  35.         RealityNET.  This account should allow the NC access to UEDIT functions
  36.         for the purpose of Network business only.

  38.         Section 6. The Sysop should give the NC not less than 7 days notice
  39.         before leaving RealityNET.

  42. Article II - Removal Of Nodes
  43.         Section 1. The Sysop of the node involved shall be given 1 official
  44.         warning prior to dismissal from RealityNET.
  45.         
  46.         Section 2. Reasons for warnings or dismissal include, but are not
  47.         limited to:
  48.            A> Failure to comply to Network rules.
  49.            B> Failure to actively contribute to RealityNET.
  50.            C> Failure to meet the requirements listed in Article 1.
  51.            D> Others as determined by the officers of RealityNET.
  52.  
  53.         Section 3. A node can be removed without warning for the following:
  54.            A> Lying about or falsifying information given to the Network.
  55.            B> Others as determined by the officers of RealityNET.
  56.          
  57. Article III - Officers
  58.         Section 1. The Network Coordinator shall hold the following duties and
  59.         powers :
  60.            A> To act as figurehead of RealityNET.
  61.            B> To delegate authority as he sees fit.
  62.            C> To preside over all RealityNET Officer & Sysops meetings.
  63.            D> To ensure that all nodes receive updates.
  64.            E> To call and evaluate prospective nodes.
  65.            F> Others as needed.
  66.            G> Only the NC can call for an official vote.
  67.            H> Only the NC can appoint officers.
  68.            I> Only the NC can admit new nodes into RealityNET.
  69.  
  70.        *** The Network Coordinator has the power to over-rule any portion of
  71.        this charter to act in the best interest of the Network.  The NC also
  72.        holds the power to ammend this charter.
  73.  
  74.        Section 2. The Group Coordinators shall hold the following duties and 
  75.        powers :
  76.           A> To enforce all rules of RealityNET on the boards of their
  77.           respective group.
  78.           B> To work with the NC as well as other Officers to ensure the well
  79.           being of RealityNET.
  80.           C> To accept and forward to the NC all suggestions and complaints 
  81.           about and for RealityNET. 
  82.           D> To call and evaluate all prospective nodes in their group.
  83.           E> To look for new nodes for RealityNET.
  84.           F> To promote and advertise RealityNET.
  85.           G> To attend all Officers & Sysop meetings when asked.
  86.           H> To represent the opinions and views of their group at meetings and
  87.           when voting.
  88.           I> Others as needed.
  89.  
  90.        The office of GC can only be given to a Sysop.
  91.        The office of GC will be given by the NC to not more than 1 person in   
  92.        each area code.
  93.        Should there be more than 1 area code represented, one GC will be 
  94.        chosen by the NC to act as Vice NC.  
  95.        The Vice NC shall head all meetings at which the NC is not present.
  96.        The Vice NC can call for official votes in the absence of the NC.
  97.  
  98.        Section 3. The Area Coordinator shall hold the following duties and
  99.        powers :
  100.           A> To enforce all rules of RealityNET on the boards of their
  101.           respective Area.
  102.           B> To work with the NC, GC as well as other officers to ensure the
  103.           well being of RealityNET.
  104.           C> To accept and forward to the GC all suggestions and complaints
  105.           about and for RealityNET.
  106.           D> To call and evaluate all prospective nodes in their area.
  107.           E> To look for new noes for RealityNET.
  108.           F> To promote and advertise RealityNET.
  109.           G> To attend officers and sysops meetings when asked.
  110.           H> To represent the opinions and ideas of their area at all meetings 
  111. and
  112.           when voting.
  113.           I> Others as needed.
  114.           The office of AC shall only be given to Sysops.
  115.           The office of AC may remain vacant and will only be given out in the
  116.           instances where there are more than 20 nodes per group.
  117.  
  118.        Section 4. The officers of RealityNET shall be made up of
  119.        the following persons : 
  120.           A> The Network Coordinator
  121.           B> All Group Coordinators
  122.           C> All Area Coordinators
  123.           
  124.       Any of the officers can introduce an item or ammendment as well as
  125.       call for an informative vote.  However, only the NC can call for an
  126.       official vote.  All members of the body must vote and have 2 days after
  127.       a vote is called for to do so.  Repeated failure to vote is reason for
  128.       removal of voting power.
  129.       
  130.       Section 5. The Sysops of RealityNET hold no voting power, however they
  131.       do hold the right to inform and help other Sysops as well as the 
  132.       Officers.  The Sysops hold the right to keep their respective boards
  133.       entirely sovreign and free from Network intervention.
  134.       The sysops may hold informal votes in order to show the Network officers
  135.       how they feel as well as to ensure that their views are adequately
  136.       represented by the administration.
  137.  
  138.       Section 6. The host of each particular sub is in charge of topic, 
  139.       discipline of users, and conversation flow on his sub.  He must agree
  140.       to follow all Network rules, but other than that he is free to run his
  141.       sub as he sees fit.
  142.  
  143.       Article IV - Rules and Regulations
  144.       Section 1. Warring or personal attacks will not be allowed on any sub
  145.       in RealityNET.  Warring is defined as an attack on a person, rather than
  146.       an opinion. Should a sysop find a post in which warring occurs it should 
  147.       be deleted immediately and the Sysop of the board from which it eminated
  148.       should warn the user and send mail to the AC, GC, or NC stating that the
  149.       user has been warned.  Repeat offenders will have their access to the
  150.       Network removed.
  151.  
  152.       Section 2. Censorship of ideas and thoughts is prohibited on RealityNET
  153.       subs.  No post is to be deleted or edited because of an objectionable 
  154.       idea or thought.
  155.  
  156.       Section 3. No user has the implicit right to RealityNET.  Access can be 
  157.       taken away from all users.
  158.  
  159.       Section 4. No sub is to be gated to or from RealityNET without the 
  160.       permission of both the Sub host and the NC.
