RE: I saw someone "in the act." I turned that person in.

Been there, done that, too. I actually witnessed a cat (kitten,
at that time) being dumped in the middle of a busy street - from a
Mercedes, no less. Got the kitten and the license number, and
called the cops. Nothing they could do, they said, no ordinance
prohibiting that (animal dumping).
A couple months later, saw an apparently stray cat get hit by a car.
The hitter drove on, the one behind stopped, and we went out to see
what we could do. The folks who stopped had to go on, but we got the
(badly damaged) cat onto a large piece of cardboard, covered her with
an old beach towel, and off to the emergency vet's.
Thought sure this animal was gonna die, but told the vet to do what
could be done, and if necessary, we'd sign the euthanasia form. Also
asked the vet about 'hit and run', which he said in NC is a misdemeanor
(if an animal is involved).
So, next day, after visiting the now much-recovered kitty at the hos-
pital, arranging to pay the bill, etc., we called the cops and gave
'em the license number and make/year/model of the car which hit the
cat. Same outcome as Lovecat's story - 'There are more important
things to follow-up'.
BTW, the cat fully recovered and has been a family member for years,
as has the ex-kitten dumped in the middle of the busy street, the
cat who just ran in one morning, the dog who showed up to stay, etc.,
etc. Bertha's Phurball is another who showed up, by there were
personality conflicts, so we had to find him another home, and she
was generous enough to provide, several years ago.
