  89. \fBplain language\fR consists of words that present an intelligible meaning 
  90. in one or more of the languages admitted for international telegrams, which 
  91. include at least French, English and Spanish in every relation. Each word 
  92. and each expression has a meaning normally assigned to it in the language 
  93. to 
  94. which it belongs. A text in plain language may contain:

  102.     proper names or abbreviated addresses;

  130. All ITU Members shall accept in all relations the use of plain
  131. language in messages sent or received by any public international
  132. telecommunication service.

  137. At least the three working languages of the Union (French, English and 
  138. Spanish) shall be admitted as plain language in all relations.

  141. In order to facilitate efficient working and convenience for the users 
  142. of telecommunication services, all ITU Members should also normally admit 
  143. telegrams wholly or partly in secret language. In any case, government 
  144. telecommunications and service telecommunications may be expressed in secret
  145. language in all relations. Except in the case of suspension of services 
  146. defined in Article\ 20 of the Convention, any telecommunication containing 
  147. secret 
  148. language shall also be allowed to pass in transit from one country to another.

  152. Exceptionally, where an ITU Member finds it necessary to impose
  153. language restrictions on international telecommunications, for example 
  154. pursuant to Article\ 19 of the Convention (stoppage of telecommunications):

  157.     the Member concerned shall make all necessary arrangements
  158. regarding any restrictions on messages originating within its
  159. own territory;
  160. .LP
  161.     b)
  162.     except where appropriate bilateral agreements are reached,
  163. it shall also accept the final responsibility for stopping any
  164. non\(hycompliant messages originating in other countries, although
  165. origin Administrations should assist to the extent reasonable
  166. and practicable;

  169.     the Secretary\(hyGeneral should be advised of the restrictions
  170. so that he can then advise all Administrations promptly through
  171. the \fIOperational Bulletin\fR .

  179. If requested by the origin Administration, the sender of a
  180. telegram in secret language must produce the code or identify the dictionary
  181. language used in drafting the telegram. Administrations may also require the
  182. sender to produce a translation of the telegram into plain language or a
  183. language acceptable to the Administration. This provision shall not apply to
  184. government telegrams.

  189. If the origin Administration considers it appropriate, or, in
  190. relations where so agreed to meet the requirements of the destination
  191. Administration, the office of origin should insert the name of the code 
  192. and/or language used in such a telegram at the end of the preamble line

  195. , which is not chargeable. It may not be convenient for this procedure 
  196. to be applied with some types of lodgement.

  199. In cases where a destination Administration receives a telegram
  200. (other than a government telegram) wholly or partly in non admissable language, 
  201. that Administration:

  204.     may require the addressee to produce a translation of the
  205. telegram; or

  208.     shall make every effort to identify the 
  209. commercial
  210. code
  211. or language used and check that the translated text is
  212. then acceptable; and

  215.     shall advise the origin Administration where a) or b)
  216. causes late delivery as defined in Recommendation\ D.42 (which
  217. shall nevertheless not be grounds for a refund of charges to the
  218. originator); or

  222. when either the original telegram cannot be translated or when
  223. the translated text contravenes national law (neither case shall
  224. be grounds for a refund of charges to the originator).

  228. impose language restrictions shall advise the Secretary\(hyGeneral of their
  229. requirements both for lodgements within their country and for reception from
  230. other countries in terms of:

  506. Both\(hyway and incoming\(hyonly positions in the same office shall all
  507. have a common call\(hynumber. When one of these positions is engaged or 
  508. faulty, a call arriving at that office shall be directed to a free position

  543. to the gentex network are in heavy type);

  547. for routing traffic to the office shown in the first column, with no restriction 
  548. sign (a space is left in this column for inserting the prefix or 
  549. prefixes to obtain access to the country concerned);

  552.     in the third column, the answer\(hyback codes of the offices
  553. connected to the gentex network, or of the gentex office serving an office 
  554. that is not connected to this network (without the characteristic letter 
  555. or letters of the specialized receiving positions);

  558.      in the fourth column, the service hours of offices connected to the gentex 
  559. network or of the gentex office serving an unconnected office, or in the
