- You need to define the logical MAIL$SYSTEM_FLAGS to 3. This "Directs MAIL
- to set the cluster breakthrough flag when issuing the $BRJTHRU service to
- notify the recipient of new mail. This flag is only used in VAXcluster
- system and, typically, only in homogeneous VAXclusters (in other word, flag
- 1 is also set)." Use the qualifiers /system and /exec.
