  34.     Sadly, all too many people are dangerously susceptible 
  35.     to totally specious arguments based on emotion.  That's why
  36.     mobs and witch hunts and mass hysterias happen.  Until people 
  37.     can discipline themselves to avoid hysteria we are likely to be 
  38.     troubled by dictators and despots.  The most effective of
  39.     which know how to manipulate people who can't control their 
  40.     emotions long enough to have a rational thought.
