  12. Are one time pads secure?  I am thinking of the system that the military uses
  13. for infantry troops.  Essentially, a book of one time pads are published, and
  14. used for a specific amount of time.  Presumably, there is not enough traffic
  15. to get ahold of the individual messages before the pad changes.

  17. Any comments?  I don't have the background to make a judgement, and would 
  18. like some input.  I have been told (by mil commo officer) that it is 100% if
  19. the pads are not compromised.
